इलेक्ट्रॉनिक हस्ताक्षर करने के लिए, हस्ताक्षरकर्ता को सूचना प्रौद्योगिकी (आईटी) अधिनियम, 2000 के तहत प्रमाण पत्र प्राधिकरण (सीसीए) के नियंत्रक द्वारा प्रमाणन प्राधिकरण (सीए) से एक डिजिटल हस्ताक्षर प्रमाण पत्र (डीएससी) प्राप्त करना आवश्यक है। प्रमाणन प्राधिकरण द्वारा डिजिटल हस्ताक्षर प्रमाण पत्र जारी करने से पहले हस्ताक्षरकर्ता की पहचान और उसके पते का सत्यापन किया जाना चाहिए। इलेक्ट्रॉनिक हस्ताक्षर बनाने के लिए इस्तेमाल प्राइवेट-की हार्डवेयर क्रिप्टोग्राफिक टोकन में संग्रहित है जिसे पासवर्ड/पिन के द्वारा सुरक्षित किया गया है। व्यक्ति की भौतिक उपस्थिति, कागज दस्तावेज़ आधारित पहचान, पते का सत्यापन और हार्डवेयर क्रिप्टोग्राफिक टोकन जारी करने की यह मौजूदा शैली एक अरब से अधिक जनसंख्या के लिए उपयुक्त नहीं है। पूर्ण रुप से कागज रहित नागरिक सेवाओं के लिए, डिजिटल हस्ताक्षर को बड़े पैमाने पर अपनाना आवश्यक है।
भारत सरकार ने इन खामियों को दूर करने के लिए इलेक्ट्रानिकी एंव सूचना प्रौद्योगिकी विभाग, संचार एंव सूचना प्रौद्योगिकी मंत्रालय के माध्यम से सभी को ऑनलाइन सेवा का उपयोग करने की सुविधा प्रदान की है, जिसमें सभी नागरिकों को डिजिटल इलेक्ट्रॉनिक दस्तावेजों पर हस्ताक्षर करने की अनुमति है।
ई-हस्ताक्षर क्या है?
ई-हस्ताक्षर, आधार धारक द्वारा ऑनलाइन सेवा का उपयोग कर दस्तावेजों पर डिजिटल रूप से हस्ताक्षर करने की सुविधा है। ई-हस्ताक्षर को आधार ई-केवाईसी सेवा के माध्यम से हस्ताक्षरकर्ता के प्रमाणीकरण का उपयोग कर डिजिटल हस्ताक्षर को लागू करने के लिए बनाया गया है। यह एक एकीकृत सेवा है, जो डिजिटल हस्ताक्षर प्रमाण पत्र जारी करने और आधार धारक का प्रमाणीकरण के अनुरोध के डेटा पर हस्ताक्षर करने की सुविधा प्रदान करती है। ई- हस्ताक्षर सेवा का लाभ उठाने के लिए उपयोगता के पास आधार होना अनिवार्य है।
ई- हस्ताक्षर द्वारा किस प्रकार से लाभ होने की उम्मीद है?
डिजिटल रूप से हस्ताक्षर कहीं भी, कभी भी जानकारी प्राप्त करने के लिए आसान और सुरक्षित- ई- हस्ताक्षर एक ऑनलाइन सेवा है, जो आवेदन सेवा प्रदाताओं तथा हस्ताक्षरकर्ताओं को प्रमाणित और आधार ई-केवाईसी सेवा का उपयोग कर दस्तावेजों की डिजिटल हस्ताक्षर प्रदर्शन करने की कार्यक्षमता प्रदान करता है। इसके इस्तेमाल के लिए हार्डवेयर टोकन का प्रयोग आवश्यक नहीं हैं।
कानूनी तौर पर वैध हस्ताक्षर की सुविधा –ई- हस्ताक्षर प्रक्रिया में सूचना प्रौद्योगिकी (आईटी) अधिनियम, 2000 के प्रावधानों के अनुसार उपभोक्ता सहमति, डिजिटल हस्ताक्षर प्रमाणपत्र जनरेशन, डिजिटल हस्ताक्षर सृजन तथा संयोजित और डिजिटल हस्ताक्षर प्रमाणपत्र स्वीकृति शामिल है। ई- हस्ताक्षर, एपीआई विनिर्देश और एपीआई लाइसेंस मॉडल के माध्यम से अनुपालन लागू करता है। व्यापक डिजिटल लेखापरीक्षा में निर्मित लेनदेन की वैधता की पुष्टि करने के लिए संरक्षित है।
लागू करने में आसान –ई – हस्ताक्षर, आधार ई-केवाईसी सेवा के साथ विन्यास प्रमाणीकरण का विकल्प प्रदान करता है तथा आधार संख्या का रिकॉर्ड भी रखता है जिसका प्रयोग हस्ताक्षरकर्ता की पहचान सत्यापित करने के लिए किया जाता है। ई-केवाईसी के प्रमाणीकरण विकल्पों में बायोमेट्रिक (फिंगरप्रिंट या आईरिस स्कैन) या ओटीपी (आधार डेटाबेस में पंजीकृत मोबाइल के माध्यम से) शामिल हैं। ई- हस्ताक्षर, आधार धारकों को कानूनी रूप से मान्य डिजिटल हस्ताक्षर सेवा तक आसान पहुँच को सक्षम करता है।
गोपनीयता – ई-हस्ताक्षर, दस्तावेज़ को केवल थंबप्रिंट (हैश) हस्ताक्षर के बजाय पूरे दस्तावेज़ के लिए हस्ताक्षरकर्ता की गोपनीयता सुनिश्चित करता है।
सुरक्षित ऑनलाइन सेवा – ई- हस्ताक्षर सेवा, ई-प्रमाणीकरण के दिशा-निर्देशों के आधार पर संचालित है। हस्ताक्षरकर्ता के प्रमाणीकरण के लिए ई-केवाईसी सेवाओं का उपयोग किया जाता है, तथा दस्तावेज़ पर हस्ताक्षर ई – हस्ताक्षर सेवा प्रदाता के बैकएंड सर्वर पर किया जाता है। ई- हस्ताक्षर सेवा को वर्तमान में आईटी अधिनियम के अंतर्गत लाइसेंस प्राधिकारी (सीए) के थर्ड पार्टी सेवा प्रदाता द्वारा प्रदान किया जा रहा हैं। सुरक्षा बढ़ाने और दुरुपयोग को रोकने के लिए, आधार धारकों द्वारा हार्डवेयर सुरक्षा मॉड्यूल (एचएसएम) पर प्राइवेट-की का निर्माण तथा नष्ट किया जा सकता है।

India has a world’s Great Professors in all Department & Google have a Platform called YouTube. If we made a videos of whole syllabus in all Department(by IITs in Engineering Department) then student who lives in Village or who can’t have money to study in IITs they can learn by videos and get equal knowledge in any field in India. As a normal citizen i faced many problem regarding proof of document list. for ex. school leaving certificate, birth certificate, Voter Id card, PAN Card, Ration Card, and many more and now Addhar card.
but i support this DSC and Addhar card. but gov should reduce all other document and link other’s document’s data to this Addhar card. like if one card or document contain my whole detail like Birthdate, my family detail, my voting details, my TAX related data and so on..

This is a very excellent initiative. I feel that the current system of paper documentary should be minimised to the fullest. Everything must be available to the citizen 24X7. In connection to this, this system of esign would be helping a lot. Everything must be done online, and the necessity of a citizen to go to the government offices must be eliminated so as to provide an ease environment for both citizens as well as official. Overall this system is an extraordinary initiative.

E-Sign is a good Decision but before that basic things must be changed. I experiened that i have Fixed Deposite in Nationalised bank. I applied for OD facility. They asked all documents again PAN Card, Address Proof n all. Even i submit my FD receipt there. Pehle ye sab purani system me sudhar aa jaye to hi pura india sudhar jayega,

Think First of all Each person should have a unique identification.( adhar was a good Move towards that ) But I think there also some loops are there , But any how a started process can be corrected easily,
Once a child born and it should be allotted with such unique number for his life time.Then after all the activities are linked to that number.starting from educations,business,profession,financial transactions. etc.

sir, i think, like aashar card we student need student E id card, so that all the information according to the student like academic, signature, photo etc.will be access at once.only id number should be needed to fill any exam form.
It consumes a lot of time to fill the form, and sometimes due to bad server we fill all the detail again and again. so it will release the server load too. thank u sir
@ issue related to online retailing,These cash accounts maintained by online retailers like paytm wallet are working like currency only. So it can be a reason for blackmoney generation even after all transactions though banks. example- a service provider doesn’t want to tax his income. He can ask client to pay him in his online cash a/c maintained by online retail company(ex.-paytm wallet)though bank. Its not traceable as its personal expenses of his client and it is not disclosed anywhere
As per my previous opinion for online retailing, I would like to suggest that they should show cash refund on bill also. Should directly transfer to bank a/c only as by doing so somewhere they are working as bank only.
If a person buy a laptop from online retailer and he got cash back 5000 in his online cash ac maintened by online vendor only out of purchase of 45000 that is bill amount. Here my actual expense is 40000(45000-5000) but I can easily show value of assets(laptop) as 45000 as on bill ,credit amount(5000) is not mentioned. And in bank ,outflow to vendor is 45000. By doing so, person can show higher value for assets and even claim higher depreciation on assets.
I had uploaded my documents in digital locker. I tried to e-sign it, but every time it gives the msg that not able to esign, and try later. I had downloaded latest ver of adobe rdr suggested in the faq section of the site. Pl help.
We are using bio-metric (Aadhar) for every Indian.
I suggest you that, why do you implement the same for foreigner who wish to visit to India while Visa Issue time. Because, Pakistan, Kenya, Labia people are not returning to their mother countries and they are involving in drug and mafia business in India. So that, if we have enough bio-metric data, govt can kick out them who really burden to us.
Sir, my request is Govt. have to open "citizen center" in every Panchayat i.e. in village level, so that common people have to operate or find help from that center. otherwise this type of important system will be meaning less.

Of late traditional signature by pen is all most out dated. Practically, in course of time a person’s hand writing inevitably changes. That doe’s not mean that the person is fake. Now a days banks irritate account holder for small change in signature.So there is requirement of Innovation in way and means of signature. Biometric signature has long history of thumb impression. In the same manner the modern day signature can be hybrid by electronic thumb impression. Zero ink & environment friendly
i like to give you input on HSM , HSM should be self destroy instead of it is been destroyed, secondly i feel it will be little unsecure on sharing individual signature online , instead one should be given password for securly submitting his documents for E-SIGN
e Aadhaar card pdf is password protected and it can’t be e-signed. Can we fix this issue or this is intended behaviour?
Most important before generating e-sign is to maintain security of theft and misuse of esignature it should be bind with mobile number of residents so that if any of the resident uses e-signature it should generate an OTP or CAPTCHA before signing any documents.

Sir, I think some fees is charges by certifying authority for issue of digital signature certificate and also this is valid for a certain period of time and the fees varies also for issue of kind of certificate.These formalities should be sorted out to make e-sign successful.

This is the great and secure way for authentication.
It will make use of big data base of finger scans already available with aadhaar cards. It is only linking of finger scans with banking systems, property deals, travelling (showing ID proof for e-tickets) etc.
1)The process of linking aadhaar card with bank accounts is in progress.To avoid credit card frauds(lost card, cloning, theft etc),any finger of credit card holders can be scanned along with swiped card. Any mismatch with data already available with aadhaar card will generate error.
2)Aadhaar card can be link to land/property deals during e-registration. Anyone buying property in someone else’s name will immediately get noticed during finger print scan process. This will curb benami deals

I have a suggestion for Credit card Users to prevent frauds while making payments at various places.Whenever a card user swipes card at a particular place e.g.restaurant the respective bank whose card is swiped should send SMS to the card holder on cellphone to authenticate the use of his card.the owner should send verification code assigned to it by bank by replying the SMS.This will prevent any other person using the card/s.In case it’s stolen also this will help to prevent it’s miss-use.

e-sign seems to fail for password protected documents like e Aadhaar. Is there any solution for it?
eSign service is explained and in great details and it looks practical. As I understand, in eSign service, Aadhaar holder will NOT get DSC for use (like you can get DSC from a CA if you need for year or two), instead he will submit document hash to eSign provider to sign the document and each time he has to use eSign provider to sign the documents and a signing will happen on backend server.

currently different appliation requires diff signature defeating purpose of e-sign. As a director one needs diff signature and same person requires another signature for IT return or for signing stock market contracts. We need a common regulator who will supply e-sign to various vendors like NSDL, TCS etc. Please look into the same.

CCA has issued new e-KYC guidelines and have made physical presence mandatory with thumb impression. They have left OTP method. How it will possible to achieve government mission without OTP to make things hassle free and fast?
The concept and method of e.sign is very good. I suggest that, only aadhar card should not be fixed for e.sign. PAN, or ELECTION OR PASSPORT OR any other alternate should be given for e.KYC. one more option should be added to use biomatrix or OTP or e.mail should be introduced. More control should be kept, to avoid the misuse, but, it should be freindly user and easy to use by any common person.
I would like to aad more thing. We can also create one place where all the information present for individual like : educational information,Any certificate(Cast,marriage etc),medical hist ,Criminal Hist,Employment Hist. Those information uploaded or Updated and authenticated by respective authority. So that if any verification is required for particular , should be done easily. In my point of view Aadhar can make this possible.

Why should I supply my biometric data to foreign linked operators of UIDAI to get a service from my government. This amounts to selling of biometric data. As an Indian I feel ashamed. Why don’t you link either PAN or election ID or at least an ID through post offices. Start respecting and obeying the Supreme Court first. Otherwise how can you expect us to obey your orders ?

Its a good initiative by our govt. But as per my experience on Digilocker m not able to e sign my documents. But its not a negative point m happy to india is move ahed we have a link to connect or share our documents with our govt. No paper work. SAVE PAPER SAVE TREE SO HAPPY TO JOIN DIGI LOCKER.

aadhaar is as of now unlawful as it has not yet been tested in parliament to be a law. It is unsound because it has obviously been issued to illegals , it is not mandatory and data collection ,correlation and interlinking of existing data is so far faulty. Making it mandatory for government services is in direct contravention of existing supreme court orders. Blatant violations like making it mandatory for sign or it returns by my government creates a bad role model.
It wil make govt offices paper less ooffic,some office procedures and protocols should be changed and SOP guidelines for all offices
