Citizen Ideas reflected in the Union Budget 2016-17

The Ministry of Finance invited citizen suggestions for the Union budget 2016 on MyGov through a public discussion. Several of these responses have been reflected in the budget presented by Finance Minister Shri Arun Jaitley on Monday, 29th February 2016.

MyGov acknowledges all the citizens who participated in this discussion. Some of prominent ideas are as follows:-

  • Suggestion 1: Urban Amenities in Rural Areas

“Just like Smart Cities, allocate some fund for developing Rural Clusters and provide them urban facilities (Electricity through Solar Panel, irrigation through Solar Pumps etc.) by involving the Sarpanch directly.” – Manish Shankaram, Hazaribag

“300 Rurban Clusters will be developed under the Shyama Prasad Mukherjee Rurban Mission launched by the Honourable Prime Minister recently. These Clusters will incubate growth centres in rural areas by providing infrastructure amenities and market access for the farmers.”

 

  • Suggestion 2 : Expanding the Scope of Organic Farming

“Allocation of fund for agricultural research on sustainable farming, organic agriculture, large scale production of organic manures, soil management techniques, to cope with increasing demand, and scope of exporting organic farm produce globally” – Dolagobinda Panda

“At least 5 lakh farm ponds and dug wells in rain fed areas and 10 lakh compost pits for production of organic manure will be taken up by making productive use of the allocations under MGNREGA.”

 

  • Suggestion 3: Welfare Programme for Animal Husbandry

“Introduce animal insurance policy similar to that for people. This policy will make income for the government, provide employment for animal doctors & insurance staff and benefit the animal owners” – Nirav Sheth

  • Suggestion 4:  Introducing Special Agricultural Cess

“Introduce special Agricultural Cess, similar to the Educational Cess, on products like plastic bags, tyres, etc., and use this amount for providing agricultural subsidies to farmers and encouraging corporate farming.”- Sabari

  • Suggestion 5: Direct Benefit Transfer for Fertilizers

“Provide Direct Benefit Transfers (DBT) on Fertilizers”- Mukesh Bhaiji, Bangalore

“We propose to introduce DBT on pilot basis for fertilizer in a few districts across the country, with a view to improving the quality of service delivery to farmers.”

 

  • Suggestion 6: Creating Separate Irrigation Fund

“Agriculture sector must be reformed and more funds for irrigation must be provided to free agriculture from monsoon dependency ”- Sunil Raj, Thiruvananthapuram

“A dedicated Long Term Irrigation Fund will be created in NABARD with an initial corpus of about `20,000 crore.”

  • Suggestion 7:  Introducing “Gram Swarajya” Scheme

“Announce Gandhi Grama Swarajya scheme (GGSS): Under this scheme, every district in every village needs to locally produce clothes for children, provide textile machinery training in every village and promote indigenously produced clothes. Villagers can also sell these garments in the cities.”-  Vijay Narayana Chilaka, Himayathnagar

“Panchayat Raj Institutions need to develop governance capabilities to deliver on the Sustainable Development Goals. It is, therefore, proposed to launch a new restructured scheme, namely, Rashtriya Gram Swaraj Abhiyan, for which 655 crore is being set apart in 2016-17.”

 

  • Suggestion 8: Initiating Open Online Courses

“Establish an all India open university which takes nominal fees or awards free courses to everyone. Furthermore, there can be an online repository of videos of quality courses with an online self-assessment system.”-  Brijesh Ghodasara and Saurabh Kumar Verma

“Entrepreneurship Education and Training will be provided in 2200 colleges, 300 schools, and 500 Government ITIs and 50 Vocational Training Centres through Massive Open Online Courses.”

 

  • Suggestion 9: Price Stabilisation Fund for Pulses

“Set up a ‘Permanent Price Stabilisation Fund’ to check unreasonable hikes in prices of essential commodities, including pulses, foodgrains, vegetables, etc. Weekly monitoring can be done to control hoarding activities”-  Rajkaran Singh Bhatti, Chandigarh

“Government has approved creation of buffer stock of pulses through procurement at Minimum Support Price and at market price through Price Stabilisation Fund.”

 

  • Suggestion 10: Ek Bharat Shreshtha Bharat

“Ek Bharat Shreshtha Bharat programme formulated through the citizen ideas on MyGov finds mention in the Union Budget 2016-17.”

“Ek Bharat Shreshtha Bharat” programme will be launched to link States and Districts in an annual programme that connects people through exchanges in areas of language, trade, culture, travel and tourism.”

    respected sir,
    bharat sarkar ko salaried person ke liye tax limit increase karni chaiye. jin farmers ke pass jyada land hai aur suvs hai unko tax ke dayre me lana chaiye. salaried person ko chod kar no body is paying tax in medium class segments aur hum log 22000/- yearly tax dete hain yeh pay commision ke baad aur increase ho jayega.hum log tax bhi de rahe hai aur 15./.service tax bhi.
    meri govt. se yeh request hai ki tax limit ka slab increase hona chiye pay commision ko dhyan me rakh kar.

    It is very heartening to see that 10 suggestions from citizens were accepted and incorporated in the Budget 2016-17. I have a feeling that there would have been many more suggestions. It shall be educative to know about significant suggestions that could not be accepted and for what reason.
    Another thing I would like to know is whether suggestions on the subject can still be sent?

    The main focus in this budget is on rural welfare, that is good.
    And sir i want to suggest one thing that in the income tax in the head of income from salaries the deduction for child education allowance and the hostel allowance would be increase.
    Because actually the expenses on education is increasing day by day.
    But the exemption is only Rs100 P.M for child education and Rs300 P.M for hostel allowance.

    It was great start for India. We need holistic approach for growth around all sector. One of biggest takeaway in budget is uplifting of rural and agricultural sector. With right ACCOUNTABILITY, if we focus on rural and agricultural development which is indeed backbone of any country. We can assure ourselves our tax money is wisely spent and it will be pride March….Proud to be INDIAN.

    Dear Sir, I happy for above proposals but sad as well because there are no good proposals for middle class people. I am IT employee and pay the taxes everywhere like income tax, VAT, service tax, service charge etc. If I calculate the tax paid by any middle class employed person even though if they fall in slab of say 10%, they end up paying it more in form of VAT, service tax, duty taxes etc. This make me really feel sad that govt is still not able to do much good for middle class people.

    Dear Sir, I had written directly to the Hon.ble PM and the Finance Minister about the need for senior citizens to get health insurance cover. I got independent feedback from Health Department. I was actually surprised to find that they had actually got budget sanctions between 25-12-2015 and February 2016. I am humbled that a letter from the last Indian is being considered for action by the existing government and it finds a place in the budget in less than six months. Really fantastic …..

    please look into the many big businessman who are loan defaulters. like vijay mallya.. there are many like this. file a case on them and the case charges should be taken from them only. by recovering money from these defaulters, free the poor farmers, who work very hard but still cant pay their loans, because of so many reasons. by doing like this we can save many lives from committing suicide. this is my mann ki baat with kisan kalyan. i respect all the farmers and the soldiers. Jai hind…

    Sir, though budget gave importance to rural sectors, which is good, but has nothing to offer for urban middle class salaried persons. Why Government is not taxing Agricultural income? You can fix a larger exemption slab, but in my view income on agriculture should be taxed. Why only a small portion of people (may be 5%) are paying direct tax in our country?

    Dear Sir, Its a good budget overall.Request you to make sure that all the allotted money reaches the poor and our KISANs.

    Suggestion: Since this year budget mainly belongs to KISAN and KRISHI..lets start celebrating 13 April which is Biasakhi as KISAN DAY in Inida in which State Govts hold reward and recognition function to reward kISAN’s for their outstanding performance in their areas like achievment in oragnic farming, more production etc. and same can also go for Jawans..please think

    Hi Modi Ji,

    I am working in a Private Job and belong to the middle class family, for me this have been very difficult now. I have salary the only source of funding my monthly expenses. The Tax increment / EPFO removed from Free Tax income / additional Tax introduced have disappointed, because over the last budget a Broadband bill that cost me around 1100 rs ; started costing me 1370rs and now it will cost me more as new tax have been introduced. Likewise, its affecting our daily needs 🙁
