हरित भारत
हम सभी ने हरित और प्रदूषण मुक्त भारत का सपना देखा है। इस पहल को अब सरकार का साथ मिल गया है। मेरी सरकार (माय गोव) वेबसाइट MyGov.in पर इसके लिए “हरित भारत” समूह बनाया गया है। इस समूह के शुरुआत के हफ्ते भर में इससे 48,000 सदस्य जुड़े।
सदस्यों ने मुख्य रूप से दो विषयों पर चर्चा की-
- हम कैसे अच्छी और अभिनव नीतियों के माध्यम से विकास और स्वच्छ वातावरण हासिल कर सकते हैं?
- क्या केवल सरकार ही जलवायु परिवर्तन के खतरे को कम करने के लिए ज़िम्मेदार है या सार्वजनिक भागीदारी भी आवश्यक है?
इस समूह में सदस्यों के करने के लिए दिए गए 4 कार्यों को वे पूरी लगन से कर रहे हैं-
- एक विशेष क्षेत्र में पर्यावरण की स्थिति को सुधारने के लिए वैश्विक और घरेलू स्तर पर अपनाई गई 10 सर्वोत्तम पद्धतियों के बारे में जानकारी दें।
- पर्यटन को बढ़ावा देने के लिए अपने विचार और सुझाव सम्मिलित कर एक नीति दस्तावेज तैयार करें।
- किसी भी एक वन्यजीव उद्यान और प्राकृतिक अभ्यारण्य की ली गई विभिन्न चित्रों की एल्बम साझा करें।
- स्थानीय पर्यावरण केंद्र में स्वयंसेवा
जो लोग भारत को हरित भारत के रूप में देखना चाहते हैं उन्होंने इसके लिए कई सुझाव दिए, जैसे – बायो गैस संयंत्र की स्थापना, सभी वाहनों की उत्सर्जन जांच के लिए विशेष लेखापरीक्षा दल की स्थापना, प्लास्टिक बैग के प्रयोग पर अधिक पैसे लेना और इसकी वापसी पर पैसे लौटना, स्थानीय विधायकों और विधान परिषद की सहायता से नियमित रूप से वृक्षारोपण कार्यक्रम का आयोजन करना और शहरों में सौ प्रतिशत सौर ऊर्जा संचालित स्ट्रीट लाइट लगाना। सदस्यों के अनुसार सरकार को लोगों में पर्यावरण को बचाने के लिए जागरूकता फैलानी चाहिए।
कई लोगों ने बच्चों के लिए प्राकृतिक संसाधनों के संरक्षण सम्बन्धी शिक्षा पर जोर दिया जो भविष्य में भारत के लिए लाभकारी सिद्ध होगा। इसके लिए एक सुझाव यह है कि बच्चों को जापान में सफाई करते हुए बच्चों की विडियो दिखाई जाए। कई लोगों ने इस और भी हमारा ध्यान आकर्षित किया कि बच्चों को केवल स्कूल और घरों में सफाई रखने की शिक्षा दी जाती है लेकिन ज़रूरत है कि उनको पर्यावरण संरक्षण संबंधी शिक्षा प्रदान की जाए जिसे पाठ्यक्रम में भी शामिल किया जाना चाहिए।
हरित भारत के समर्थकों की कुछ शब्दशः टिप्पणियां:
- मास मीडिया के माध्यम से बड़े पैमाने पर प्रचार- प्रसार कर जागरूकता फैलाना, सौर उर्जा के प्रयोग सम्बन्धी सरकार की नीतियों का अधिक से अधिक समर्थन करना और सड़कों पर कचरे फेंकने, प्रदूषण, दीवारों पर थूकना, मूत्र विसर्जित करना आदि पर रोक लगाने के लिए सख्त पर्यावरण सम्बन्धी कानून बनाना।
- समुद्र के पानी को स्वच्छ और ताजा रखने के लिए मल उपचार संयंत्रों का होना बहुत महत्वपूर्ण हैं। पांडिचेरी में दो नहरों के मध्यम से सारा अपशिष्ट उपचार के बिना ही सागर में जाकर उसे प्रदूषित कर रहा है। सिंगापुर की पर्यावरण सम्बन्धी नीतियां भारत में अपनाई जा सकती हैं।
- महोदय, मेरे अनुसार बायो गैस संयंत्र विकास और स्वच्छ पर्यावरण के बीच सामंजस्य बनाने का एक सही उपाय है और इसके कई लाभ भी हैं, जैसे – बिजली उत्पादन, बायो मीथेन ईंधन, खाद उत्पादन जिससे ग्रामीण क्षेत्रों में बिजली संकट की समस्या को सुलझाने में मदद मिलेगी और यह किसानों को एक साधन प्रदान करेगा जिससे वे उर्वरकों के प्रयोग के स्थान पर खेती के लिए प्राकृतिक साधनों का उपयोग करेंगे तथा इसपर सरकार द्वारा लगाई गई सब्सिडी का बोझ उनपर से हटेगा और यह शुद्ध भी होगा।
- केवल विज्ञापन के लिए प्रयोग किये जा रहे सभी वाहन पर सरकार को प्रतिबन्ध लगाना चाहिए। यह यातायात, ईंधन की खपत, वायु, ध्वनि व प्रकाश प्रदूषण को कम करने में सहायक सिद्ध होगा।
- नीतियाँ लोगों की मदद और पर्यावरण के संरक्षण के लिए बनाई जानी चाहिए- प्रतिबंधित क्षेत्रों में खनन – पशुपालन के लिए रियायती दरों पर चारा प्राप्त किया जा सके – ईंधन के रूप में इस्तेमाल किये जाने वाले गोबर के लिए उचित बाजार उपलब्ध कराना जो पर्यावरण के अनुकूल हो, सौर पैनल, पवन चक्की जैसे उत्पादों को बढ़ावा देना और वन में पेड़ों को कम काटना – सागर और नदियों से बिजली उत्पादन (या पनबिजली) – सभी स्कूलों के प्रत्येक छात्र के लिए एक पेड़ लगाना अनिवार्य किया जाए और हर साल बच्चों का नया समूह इस वृक्षारोपण कार्यक्रम का हिस्सा बने।
- उन सभी अपार्टमेंट में, जहाँ 50 से अधिक फ्लैट हैं, वहाँ की पूरी छत पर सौर उर्जा उत्पन्न करने के लिए सौर प्रणाली लगाना अनिवार्य किया जाए। अपशिष्ट प्रबंधन सही तरीके से हो और अपार्टमेंट में या इलाके में ही इसे किसी उपयोगी चीज़ में परिवर्तित कर दिया जाए।
- निजी कारों के प्रयोग को कम करने के लिए शहर में सस्ती और अच्छी सार्वजनिक परिवहन व्यवस्था सुनिश्चित की जाए।
- हर घर के लिए वर्षा जल संचयन को अनिवार्य बनाया जाए।
- हरित भारत के निर्माण के लिए जनता के सहयोग के साथ सरकार द्वारा नीतियों का निर्धारण करना भी आवश्यक है। पेड़ों के वाणिज्यिक और जैविक रोपण को प्रोत्साहित करने के लिए मनरेगा का प्रयोग किया जाए।

3. Employing MNREGA employees working through out the years means tree saplings could get round the clock 365 days care.

There are approximately 27 crores registered MNREGA employees in India. Even if we can produce 50% the number of trees as the number of MNREGA registered employees per year we can make roughly 13.5crore trees per year.

A year can be split into Monsoon days and non Monsoon days. And MNREGA employees work can be scheduled so that they work continuously throughout the year.
1. Most of the tree planting can be done in Monsoon days and watering it if there are no rains.
2. Most of the watering and care for the plants and tree saplings during non monsoon days.
Correct. Tree plantation during monsoon days, no other work. Balance of Monsoon days they should go to farm, where in peak demand prevails during monsoon days, which also helps us get food

The idea is simple. Ask all MNREGA enrolled employees to plant ang grow trees across the spectrum where ever possible instead of just digging some place which doesn’t have to be dug or simply getting wages for doing nothing.
Project can be extended to Urban areas if found successful in village areas.
The advantage is,
1. Creates a Green environment and asset for our future generations.
To minimize the huge quantum of energy spent on road transport, ‘Cycle Booths’ can be established.Concept: Cycles can be made available at selected locations based on popularity/accessibility.Each cycle shall have unique ID number and a separate bar coded ID card shall be issued to each user. The user shall pay a refundable deposit (about 80-85% of cycle cost). If more number of cycles gets accumulated in a cycle booth periodical transfer of cycles to other booths shall be made.
Cycle Booth may be suitable in moderate climate through out the year, like England & less pollution not like Salem in Tamil nadu Hot & Pollution. I strongly feel, the restrictive policies of states made, local transport ineffective. Allow mini buses, mini vans which will make local commuting cheaper, auto is costly / harassment / cartel system. Many people take car to go around local.
sir, I think as we are celebration clean india day as government should hire persons who is searching small places or big area for plating tree to make India green.
I have suggestion against bill generation like malls, reliance fresh, big bazaar or any firm to generate sales e-bill(via mail or sms) instead of paper printed bill.
