स्वच्छ भारत
यह देखकर बहुत खुशी हुई कि 33,000 से ज्यादा लोग मेरी सरकार (माय गोव) वेबसाइट MyGov.in. पर बनाए गए समूह ‘स्वच्छ भारत’ में शामिल हुए। समूह के सदस्यों के व्यावहारिक सुझाव यह सुनिश्चित करते हैं कि राष्ट्रपिता महात्मा गांधी की 150वीं जयंती तक माननीय प्रधानमंत्री के ‘स्वच्छ भारत’ का सपना पूर्ण हो जाएगा।
इस समूह के सदस्यों की संख्या लगातार बढ़ रही है एवं सारे सदस्यों ने भारत को स्वच्छ बनाने के लिए कई तरीके सुझाएँ हैं। क्या शहरी और ग्रामीण सफाई के मुद्दों को अलग ढंग से हल किया जाना चाहिए एवं क्या सफाई से संबंधित सभी समस्याओं का समाधान एकल दृष्टिकोण अपनाकर किया जा सकता है? उपरोक्त विषय पर चर्चा करते हुए निम्नलिखित उपायों का सुझाव दिया गया है जिन्हें क्रियान्वित करना आवश्यक है :
- शहरों में एक निश्चित दूरी पर कूड़ेदान लगाये जाने चाहिए। ऐसे शौचालय और हाथ-मुंह धोने के लिए कमरे की पर्याप्त व्यवस्था होनी चाहिए जिनका प्रयोग एक निर्धारित मूल्य चुकाने के बाद किया जा सकता है।
- कचरा फ़ैलाने वाले व्यक्तियों पर दंड लगाये जाने चाहिए एवं लगातार इस कार्य के लिए पकड़े जाने पर उन्हें सामाजिक केन्द्र पर अपनी नि:शुल्क सेवाएं देने के लिए भेजा जाना चाहिए।
- औद्योगिक गृहों सहित उन सभी लोगों को पुरस्कृत किया जाना चाहिए जो अपने आसपास की जगह को साफ़-सुथरा रखते हैं।
- ग्रामीण क्षेत्रों का अधिकांश कचरा विघटित किया जा सकता है। इसे खाद बनाने के लिए इस्तेमाल किया जाना चाहिए। शहरी क्षेत्रों में सूखे और गीले कचरे को अलग किया जाना चाहिए।
- मशहूर हस्तियों और टीवी विज्ञापनों का उपयोग सफाई के बारे में लोगों को शिक्षित करने और अपने आसपास की जगह को साफ़-सुथरा रखने के लिए उन्हें प्रोत्साहित करने के लिए किया जाए।
हाथ से मैला ढ़ोने की प्रक्रिया को रोकने के लिए एक कानून पारित करने के सुझाव दिए गए। नगर निगमों को इसके विकल्पों के बारे में बताया जाना चाहिए और नियम तोड़ने पर भारी जुर्माना लगाये जाने की व्यवस्था होनी चाहिए। एक अन्य सुझाव था कि हरित शौचालय के लिए प्रतियोगिता की जानी चाहिए। कई सदस्यों ने कई बार यह भी सुझाव दिए कि नगर निगम के पास साफ करने की मशीन है लेकिन वे इसकी उपेक्षा कर हाथ से सफाई करने की प्रक्रिया को जारी रखते हैं। सदस्यों ने इसे जल्द-से-जल्द रोकने का सुझाव दिया है। सदस्यों ने रेल में जैव-शौचालयों के निर्माण और गांवों में सामुदायिक शौचालय बनाने का भी सुझाव दिया। हालांकि, ज्यादातर सदस्यों का मत था कि मैला ढ़ोने की कुप्रथा को केवल लोगों को शिक्षित और प्रेरित करके ही रोकी जा सकती है।
सफाई पर विशेष ध्यान देते हुए महात्मा गांधी की 150वीं जयंती मनाने के लिए प्राप्त सुझावों पर निम्नलिखित टिप्पणियाँ प्राप्त हुईं :
- प्रदाताओं और उपयोगकर्ताओं को प्रोत्साहन देने के साथ-साथ शहर / जिला स्तर पर अपशिष्ट पुनर्चक्रण संयंत्र बनाए जाएँ।
- जलाए जाने का प्रयोग करें: कचरे को जलाना इसे ऊर्जा में परिवर्तित करने का एक बढ़िया तरीका है। यह कचरे की मात्रा को कम कर देता है और पर्यावरण को स्वच्छ बनाता है।
- जैविक अपशिष्ट को भूमि के अन्दर डालने पर प्रतिबंध लगाया जाए।
- अस्पताल एवं होटल समेत सभी वाणिज्यिक इकाइयों को खुद से एक विशेष प्रणाली बनाने के लिए कहा जाए ताकि वहां का कचरा सीधे ठोस अपशिष्ट प्रबंधन इकाइयों में डाला जा सके।
- केवल विघटित न हो सकने वाले अपशिष्ट पदार्थों के लिए और अधिक कूड़ेदान लगाये जाएँ। विघटित हो सकने वाले अपशिष्ट को संग्रह करने वाले एजेंट को देना अनिवार्य किया जाए और सार्वजनिक स्थलों पर कचरा फ़ैलाने पर प्रतिबंध लगाया जाए।
- ठोस कचरा प्रबंधन के क्षेत्र में नवीनतम तकनीक विकसित की जाएँ। जागरूकता अभियान के लिए स्कूली बच्चों और गैर-सरकारी संगठनों को शामिल किया जाए।
सदस्यों को सौंपे गए रोचक कार्यों पर सदस्यों से अद्भुत प्रतिक्रिया मिली है सौंपे गए कार्य निम्न हैं :
- विभिन्न देशों द्वारा प्रयोग किये जाने वाले 10 वैश्विक सर्वोत्तम पद्धतियों की पहचान करें जिससे वहां के नागरिकों के जीवन में एक बड़ा बदलाव आया।
- एक मध्याह्न भोजन रसोई में जाएँ और सफाई मानकों का आकलन करें। वहां सफाई में सुधार की गुंजाइश पर एक रिपोर्ट दें।
- अपनी कॉलोनी या इलाके में एक सफाई अभियान का आयोजन करें।
- किसी विशेष क्षेत्र या इलाके की फोटो साझा करें जो यह दिखाता हो कि वे सफाई के मामले में पहले कैसे थे एवं अब कैसे हैं।
- ऐसे 50 शहरों और 150 नगरों की पहचान करें जहाँ ठोस अपशिष्ट प्रबंधन और अपशिष्ट जल सुधार पहल के लिए पायलट परीक्षण किया जा सकता है एवं कुछ सुझाव दें जिससे ये पहल व्यावहारिक स्तर पर कार्यान्वित किये जा सकते हैं।
- ऐसे पीपीपी मॉडल का सुझाव दें जो शहरों को कचरा मुक्त बनाने के लिए अपनाया जा सकता है।
- गरीबों के लिए शहरों और गांवों में उचित शौचालय का निर्माण करने और यह सुविधा बनाए रखने के लिए एक नीतिगत ढांचा सुझाएँ।
समूह में सबसे ज्यादा गतिविधियाँ वहां होती हैं जहाँ सदस्य स्कूलों का दौरा करने के बाद अपनी टिप्पणियां देते हैं एवं वहां मध्याह्न भोजन के लिए अपनाये जाने वाले स्वच्छता मानकों पर अपनी रिपोर्ट प्रस्तुत करते हैं। जब दो सदस्यों ने सरकारी स्कूलों का दौरा किया तो जरा देखें उनका यह अनुभव कैसा रहा :
- मैंने बरौत, हंडिया, इलाहबाद के एक सरकारी स्कूल का दौरा किया। जब मैं वहां के रसोईघर में गया तो मैं पूरी तरह से चौंक गया। रसोईघर की हालत बहुत खराब थी। यहां तक कि वहां काम करने वाली महिलाएं ठीक से बर्तन भी नहीं साफ़ करती हैं। पता नहीं, वहां के छात्र इसमें कैसे खाते हैं? रसोई घर की स्थिति ऐसी लगती है जैसे यह किसी कुत्ते या गंदे जानवरों के लिए हो। रसोई का प्रभार उस गांव का प्रधान के पास था। अब मैं उन छोटे बच्चों के लिए केवल प्रार्थना कर सकता हूँ कि भगवान उनकी रक्षा करे!
- मैंने चेन्नई के विरुगमबक्कम में एक मध्याह्न भोजन रसोईघर का दौरा किया। वहां अच्छे मापदंड अपनाये गए हैं। वहां की सफाई अत्यधिक प्रशंसनीय है। कम लागत पर सामान उपलब्ध कराया जा रहा है। यहां भाप पर खाना पकाया जाता है। अच्छी खाद्य वस्तुएं यहाँ उपलब्ध हैं। यहाँ शुद्ध पेयजल उपलब्ध कराया जाता है। मैं इस योजना को पूरे भारत में अपनाये जाने का सुझाव देता हूँ।

Honorable Prime Minister,
Now after educating the masses of Swachh Bharat Abhiyan and need of cleanliness. Now is the time to implement fines on the people who are littering the waste here and there. This can be start with Metro cities and then slowly expand to urban cities and then to rural cities.
For this to be more effective the Municipal Corporation and Municipalities which are not functioning properly should also be fined.
Dear Sir,Plz start one blog for the Medical emergencies only. Most of the part in Bharat, we are not able to get the quick medical help or our govt. hospitals doesn’t have the needed machines or medicine to handle the patients. Patients had to move to pvt. hospitals which cost a lot. Why can’t we Set the price for the medicine which is low in cost but sold on 4 times of the cost to the patient. Plz do urgently in this regards & set the price benchmark for the medicine. Thank you.
respected sir, keeping in mind of swatch bharat mission,i want to draw the attention of yourself on this issue.FIRST IMPRESSION–Whenever we go abroad to any country, we make a impression about that country when we travel from airport to hotel, .same thing applies to delhi .the moment we cross the airport premises( t1,t3 or vvip terminal),we come across with broken pavements,signages, dividers,potholes, traffic violations,beggers on crossings,dirty roads.concerned agencies needs to be pulled

Thank You For Visiting In Rishikesh to meet Swami Dayanand Saraswati on 11/09/2015. i just like to Share my thought about the cleanness of this area where the ashram is located. last One year the tourist of this place feel guilty to visit here, just beacause of of the dirtyness of near Dayananda Ashram. Here is too much Garbage throwing by the Municipal Party of Rishikesh & Muni ki reti….. and people also because population of this area have to dumping zone.
Swachh Bharat mission is one of the best effort to make our country beautiful, people clean their surrounding collect the waste material and dump it into an another place,in this type of cleaning we only clean our surrounding and pollute the other surrounding,suggestion from my side is that there is a need of waste disposal management also which leads to efficient way of garbage dump.
so gov.and environment social activist should come forward to initiate this waste disposal management.
Second step is Local Municipalities has to play a vital role in then REMOVAL OF THAT WASTE ON DAILY BASIS preferably in Mid-Night with the help of hydraulic trucks so that it does not disturb the public and transport in day time.
There is a huge requirement of PUTTING DUSTBINS AT EVERY 200 TO 300 METERS in all the residential and public places in cities or wherever there is certain population living or working. This is very important to get rid of waste which is seen lying in open everywhere in India. This step will make the public take use of dustbins around them as seen in most beautiful cities or countries of the world. THIS IS VERY IMPORTANT NEED AND IS REAL CAUSE OF INEFFECTIVENESS OF THIS MISSION.
Honourable Prime Minister, Recently in one of the results I was surprised to see Bangalore being named as the 7th cleanest city. Being a citizen of Bangalore I strongly disagree as most of the areas are dirty. Garbage management is bad. I think something is seriously wrong. If this is the way it is being measured we will never achieve the objective of Swatch Bharat. This needs to be revisited please as other cities like Kolkata are much cleaner than Bangalore

I welcome the initiatives of our Honorable Prime Minister Mr.Narendra Modi to make India clean and green on the eve of Mahatma Gandhi’s 150th.Birth Anniversary. Already the changes are evident in most places. However, in trains, we still follow old system of toilet resulting in site of track at stations becoming unbearable. I am sure Modi Sir has a solution to be fixed very soon in his mind. This is just a gentle reminder and surely we will have a better system before 2019.

swachta ko hamari sanskriti ki virasat banane ke liye ek sujhaav dena chaunga, ye shuruat hamara school se hi karni hogi, bacho ko iska mahatva batana hoga, tabhi yeh hamare culture mein aayega.
hume unme utsah jagana hoga or uske liye hume inter school comepetition karna chaihye or use ek kranti ke roop dena hogaa. kripya jawab jaroor dijiyegaa.

Sir, I have one observation for the cleanliness at Holy shrines like Vaishno devi and tourists places where horses are used for commuting. I think this is not bad practice but the their waste creates a problem. The whole path gets stinked and unclean. This also creates problem for foot walkers. My suggestion is that if government can provide the some new techniques or machines for collecting or cleaning their manure, it will help in generating employment and keeping the places clean.
