Anti-Cheating Law in Uttarakhand: A Decisive Step

In 2023, the Uttarakhand government implemented the strictest anti-cheating law in the country, which was approved by Governor Gurmeet Singh on February 10, 2023. The purpose of this law is to ensure transparency and fairness in recruitment exams so that young people have equal opportunities, and corruption can be effectively curbed.
Key Features of the Law
1. Life Imprisonment and Fine Up to ₹10 Crore
If any individual, printing press, service provider, management body, coaching institution, etc., is found involved in cheating or using unfair means, they will face life imprisonment and a fine of up to ₹10 crore. This provision ensures strict action against cheating mafias and organized criminals.
2. Severe Punishment for Candidates
If a candidate is found cheating or facilitating cheating in a recruitment exam, they will face three years of imprisonment and a fine of at least ₹5 lakh. If found guilty a second time, the punishment will increase to 10 years of imprisonment and a fine of at least ₹10 lakh. Additionally, the candidate will be banned from participating in all competitive exams for up to 10 years.
3. Confiscation of Property
If someone is found involved in cheating, their illegal assets will be confiscated. This provision aims to prevent the legitimization of property obtained through cheating.
4. Non-Bailable and Cognizable Offense
Under the anti-cheating law, cheating is considered a cognizable, non-bailable, and non-compoundable offense. This means that those found guilty will not be granted bail and will have to serve their sentence.
Why Was This Law Needed?
In recent years, several instances of paper leaks and cheating in recruitment exams came to light in Uttarakhand. These incidents not only affected the future of youth but also tarnished the government’s image. Chief Minister Pushkar Singh Dhami took these events seriously and decided to introduce a strict anti-cheating law in response to the demands of the youth.
