Arunachal Renaissance- Recent Transformations Reshape the Landscape

The State of Arunachal Pradesh is transforming for the better, driven by its administration’s persistent efforts. The State and Central government’s dedication to advancing the growth of our region is evident in the notable advancements in infrastructure, healthcare, tourism, and education, among other sectors, that have been made in recent years. The positive developments are apparent to the public as the State emerges as a potential hub for both cultural and economic activity. People in the region are finding new avenues for growth and opportunity as a result of upgraded roads, better connectivity, and accessible services. This shift reflects the collaboration of the community and the shared objectives of the government in the hope of an optimistic future that promises all kinds of benefits and opportunities for everyone.

Good Governance:

Arunachal Pradesh is making significant strides towards achieving the goals of a self-reliant India (Atmanirbhar Bharat) and a developed India (Viksit Bharat), emphasising decentralised and inclusive development. The state has witnessed important administrative changes, including the creation of six new districts, eight ADC headquarters, six EAC headquarters, seven SDO headquarters, 14 new administrative circles, and 18 CD blocks. The objective of this reformation is to enhance administrative efficiency and boost expansion while also strengthening governance and serving the public interest.

Economic Development:

The State has undergone a significant economic transformation, marked by substantial investments in several development projects. The period from fiscal year 2016–17 to fiscal year 2023–24 witnessed a substantial investment of 1.7 lakh crore dedicated to the overall development of the State. This has resulted in a remarkable 136% increase in Gross State Domestic Product (GSDP) and a surge of 104% to 136% in per capita income. The positive impact is evident not only in the impressive GSDP growth but also in the rise of GST taxpayers from 7365 to 17391. The number of GST taxpayers has risen significantly, indicating a thriving business environment and increased economic activity.

Capital expenditure has also experienced substantial growth, escalating from 2,140.26 Cr in 2016–17 to 6,418.02 Cr in 2023–24. Simultaneously, the State has successfully repaid loans worth 3,117.68 Cr and interest payments of 4,371.82 Cr, resulting in a significant decline in committed expenditure against debt servicing. This prudent financial management is reflected in the reduction of committed expenditure against salary, wages, and pension to total expenditure from 43% to 35%.

Digital Revolution:

Under Chief Minister Pema Khandu’s visionary leadership, the region is at the forefront of the digital revolution, employing e-governance initiatives to enhance governance transparency and efficiency. Notably, the Arunachal e-Office stands out as one of the key digital governance tools, facilitating seamless inter- and intra-government processes with the goal of achieving simplified, responsive, and transparent operations.

The recent statistics highlight the success of this initiative, as the state ranks 1st in e-file usage in the Northeast region and holds an impressive 11th position in pan India, reflecting its commitment to transforming governance, fostering transparency, and embracing efficiency. With an impressive update as of 7/2/2024, Arunachal’s e-Office boasts 12,950 users, 1,61,900 e-Files created, 39,47,895 e-Files moved, 8,19,764 e-Receipts (Dak) created, 1,55,70,605 e-Receipts moved, and 823 offices actively participating. This achievement underscores the state’s dedication to digital transformation, resulting in streamlined administrative processes and improved service delivery to residents.

Inter-Connectivity:

A crucial aspect of Arunachal’s development is its commitment to infrastructure. Several remote regions have first-hand experienced the extension of roads reaching their homes through various flagship programmes, such as the Pradhan Mantri Gramme Sadak Yojana and Vibrant Village Programme, among others. The enhancement of road connectivity has been a notable achievement in recent years, contributing to improved accessibility and connectivity for residents in these distant areas.

Furthermore, the state has witnessed a substantial boost in road infrastructure, with a significant investment of ₹2,378.72 Cr allocated for key highway sections like Bomdila-Nafra-Lada and Lada-Sarli, aiming to enhance connectivity and foster economic growth in remote border (upper) areas of Arunachal Pradesh. Notably, ₹2098.81 Cr has been earmarked for the construction of the Bomdila-Nafra-Lada Section (Package 2,3) and ₹279.91 Cr for the Lada-Sarli Section (Package 7) of National Highway-913, totalling a length of 78.3 km and 15.4 km, respectively. This commitment is envisioned by our dynamic Chief Minister, Pema Khandu, and supported by the Prime Minister of India, Narendra Modi, and the Union Minister for Road Transport and Highways, Nitin Gadkari, ensuring last-mile connectivity in every far-fetched corner of the state.

Making Marks:

Recognised for its potential in the tourism, culture, and export markets, Arunachal Pradesh has been making strides in various sectors, particularly civil aviation. The state was awarded the “Most Proactive State under RCS-UDAN-Priority Areas” at the prestigious Wings India 2024 event, highlighting its rapid progress in the aviation sector. This recognition was a result of the construction of airports at key locations such as Itanagar and Tezu, the development of civil terminal buildings, and the successful operation of fixed-wing flights connecting various destinations.

Adding to its laurels, Arunachal Pradesh was named the “Best Offbeat Destination in India” at the Outlook Traveller Awards in 2023 and received the ‘Best Upcoming Adventure State Awards’ at the ATOAI 15th annual convention, solidifying its position on the tourism map.
