Citizen-Centric Smart City Development Framework for Dehradun

Dehradun, has been shortlisted in fast track 23 cities for smart city Mission. The City is preparing a Smart City Proposal (SCP) for round 2 that will include smart city solutions and an outline of the consultations held with the city residents and other stakeholders.

The framework for citizen engagement in structured as following,

Basis this above approach, we are conducting following activities as a part of comprehensive Citizen Engagement

1.    Press conference:

At the very first day, on 25th February Dr. R M Sundaram (IAS), Nodal Officer, Smart City Dehradun Project; conducted press conference and presented the MDDA Citizen Engagement Framework towards the Smart City Proposal. He also explained what were the drawbacks occurred during first round for not being selected in Top 20 Cities. Now, as we have got selected in 23 fast track cities, we have second chance and we will work according to the MoUD observations and feedback stated by him.

2.    Awareness Campaigns:

We are conducting events to create awareness and to gather maximum response from citizens. These events include,
•    Print Ads –  Posters, hoardings, pamphlets, etc.
•    Volunteer programs – Kiosks, Canopies, etc.
•    On Air – Through local radio channel
•    Roaming Vans – Throughout city with jingles
•    Display screen – At malls, institutes, etc.
•    Online – MyGov website, Facebook page, Tweeter, Youtube, etc.

3.    Opinion Polls:

MyGov is the unique platform empowers people to connect with the Government & contribute towards good governance. We are conducting opinion polls on MyGov site for the development models with the specific zones among citizen. Citizen can cast the vote with their preferred and option.

Citizen without having facility to cast their vote on opinion poll at MyGov website were facilitate by providing sources like laptop, tablets, Wi-Fi connections, etc. at kiosks and canopies.

4.    Discussion on MyGov:

MyGov also provides page for discussion on the smart city. Through this page any citizen can expresses their views, feedbacks, suggestions towards Smart city Dehradun.  We have already launched this discussion page and also analyzing for the key take away as well as key challenges faced by city from the same.

5.    Survey Interviews:

In line to Smart City Plan & Proposal introduced by Government of India Ministry of Urban Development, we are conducting interviews of following stakeholders
•    18 years and above
•    Both Gender – Male and Female
•    From Slum/Non Slum
•    Across Occupation – Students, Unemployed, Housewife, Employed (full time and part time), and Retired
•    Across Income-wise – Citizens across income breaks, that is, from less than INR 5,000 per month to more than INR 1 lac per month
Citizens are interviewed face to face using pen and paper approach. Our target is to complete 5,000 interviews. This survey interviews will be analyze further to find out key parameters, strength, weakness, opportunity, thread with SWOT analysis, etc.

The feedbacks in interviews receive from the citizen will treated as inputs and will help to make Dehradun a Smart City.

6.    Live talk on MyGov:

We have initiated Live talk for the citizen consultation for the Smart City Challenge through the MyGov. In this online talk different stakeholders of the city have been explained about the Smart City Dehradun.  During this talk provided details about the Smart City Dehradun, Smart City Goals, Area Based Development Models and how residents can participate in submitting their ideas. The citizens of the city have been educated about how they can submit their views/suggestions.

Also, the live display of this talk was arranged in various institutes and youth generation participated

7.    Live chat on Facebook:

We have conducted Facebook Live chat with Dr. R M Sundaram, IAS, Nodal Officer, Smart City Dehradun Project and received huge participation from citizens. More than 120 queries were answered during this chat.

8.    Seminars/Workshops:

Various workshops and seminars were arranged to seek participation as well as innovative ideas from citizen.

•    Vision Workshop –
In a concerted effort to realize the dream of developing Dehradun into a Smart City in the real sense of the term, Mussoorrie Dehradun Development Authority (MDDA) on March 4th, 2016 held a Vision Workshop, part of a series of initiatives to involve the city citizens and stakeholders including industry experts and policy makers in realizing the goal of smart city. The workshop witnessed highly useful deliberations from different stakeholders to ensure Dehradun doesn’t miss the bus this time.The workshop was aimed at envisioning the Mission, deliberate on the key issues, generate ideas and provide multilateral solution by integrating information and industry.

•    Idea Workshop –
Basis the developing Dehradun into a Smart City in the real sense of the term, Mussoorrie Dehradun Development Authority (MDDA) and Dehradun Municipal Corporation (DMC) jointly conducted Idea Workshop on March 11th, 2016. During this workshop various ideas regarding issues like waste management, transportation system, Bio digester, traffic controlling, natural calamities like earthquakes, land sliding, etc. were shared by industry expertise. Also the responses, queries and discussion from citizen were equally contributed in the workshop.

•    Techno Fare –
This workshop is will be held on March 15th, 2016. During this workshop the technical challenges and solutions will be discussed by industry expertise. How and which technologies can be smartly used while developing Dehradun into a Smart City. Also how technology can provide solutions on citizens’ concerns like greenery, environment, climate, natural resources available in Dehradun and issues such as waste management, transportation system, Bio digester, traffic controlling, natural calamities like earthquakes, land sliding, etc. will be discussed.

9.    Social Media:

Last but not the least, through various social networking and media sites we are connecting with citizen of Dehradun and seek suggestions, feedback, ideas about the Smart City Mission.
The unique platform empowers people to connect with the Government & contribute towards good governance named MyGov, Tweeter, Facebook  and YouTube, etc. are the sites where many comments, likes, tweets, discussions are timely being analyzed and will be considered while drafting the final report.
