‘Gramoday se Bharat Uday Abhiyan’
I am pleased to share that this year the Government of India in association with the States governments is celebrating “Gramoday Se Bharat Uday Abhiyan” (Development of villages leading to the development of the country) from 14th April to 24th April, 2016, beginning with the Birth Anniversary of Dr. B R Ambedkar on 14th April and culminating with “Panchayati Raj Day” celebrations on April 24, 2016. The aim of this campaign is to make nationwide efforts to strengthen the Panchayati Raj system, and through it, boost social harmony in the villages, promote rural development, foster farmers’ welfare and enhance the livelihoods of the poor.
Hon’ble Prime Minister will inaugurate the campaign on April 14, 2016 from the birth of place of Dr. B R Ambedkar at Mhow in Madhya Pradesh and will address all Gram Sabhas on April 24, 2016 from Jamshedpur on the occasion of National Panchayati Raj day. The address will be telecast/webcast/aired to all the villages across the country, and the villagers will gather together to hear it. During this unprecedented nation-wide campaign, besides national events, several programmes will be held by the Panchayats across the country. Special Gram Sabha meetings will be held focusing on the participation of the dalits, farmers, women and other marginalized sections of society on matters within the purview of local governance.
On the occasion of the 125th birth anniversary of Dr. B R Ambedkar, in all Gram Panchayats, people will pay homage to Dr. Ambedkar and villagers will resolve to strengthen social harmony in the village. Dr. Ambedkar’s life and his views about national unity will be discussed, and literature on Dr. Ambedkar will be distributed. On this day, information will be provided about the schemes run by the government to promote social equity. Exhibitions will also be arranged at the places associated with Dr. Ambedkar like at Nagpur, Mumbai, Ambawadi, Mahad, Baroda, Mhow and Chincholi. The Social Harmony Programme will be celebrated from April 14-16, 2016.
From 17th to 20th April, 2016, ‘Gram Kisan Sabhas’ will be organized, wherein meetings of farmers will be organized in every Gram Panchayat. Information regarding schemes in the agriculture sector will be given in the farmers’ meetings. Suggestions to improve agriculture will be invited from the farmers and discussions on doubling their income will be held. During this period, a national meeting of Tribal Women Gram Panchayat Presidents from Fifth Schedule Areas of 10 States, i.e. Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Andhra Pradesh, Telangana, Rajasthan, Gujarat, Maharashtra and Himachal Pradesh will also be held at Vijayawada on April 19, 2016 on the theme “Role of Women Gram Panchayat Presidents in Development of Fifth Schedule Areas”.
To celebrate the National Panchayati Raj Day, Gram Sabha meetings will be held in each Gram Panchayat on any day between April 21 and 24, 2016. Preparatory activities such as prabhat pheri, sanitation campaign, cultural programmes and sports competitions will be organized. In the Gram Sabha meetings, the issues that could be deliberated upon include (i) Gram Panchayat Development Plan for local economic development (ii) Proper utilization of funds by Panchayats and various schemes of the government like Pradhan Mantri Gram Sadak Yojana, MNGREGS, Pradhan Mantri Gramin Awas Yojana, Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Yojana, Atal Pension Yojana, Pradhan Mantri Jan-Dhan Yojana, Sukanya Samriddhi Yojana, Beti Bachao-Beti Padhao, Swasthya Bima Yojana, Prime Minister Mudra Yojana and Skill Development Scheme. In the Gram Sabha meetings, the villagers will take an oath for the development of the village and the country, and undertake activities such as honouring the aged people.
This is the first time that the Government of India has decided to go amidst the people and celebrate the National Panchayati Raj Day by organizing Gram Sabha meetings across the country in a big way.
