Sadhana Saptah – Strengthening India’s Civil Services for Viksit Bharat

From April 2 to 8, India embarks on a significant journey of learning and collaboration with the launch of Sadhana Saptah by the Capacity Building Commission (CBC). Envisioned as one of the largest capacity-building efforts across the civil services ecosystem, this initiative reflects a renewed commitment to strengthening governance in a rapidly evolving world.

“Sadhana,” meaning continuous practice and dedication, stands for Strengthening Adaptive Development and Humane Aptitude for National Advancement. It highlights the need for government officers to not only build domain expertise but also develop adaptability, empathy, and a citizen-first approach.

At the heart of this initiative lies Mission Karmayogi, India’s flagship programme aimed at transforming civil services through competency-based learning. Sadhana Saptah brings this vision to life by uniting ministries, departments, states, Union Territories, and over 250 civil services training institutions under a shared framework. Unlike earlier efforts, which were often siloed, this initiative fosters a nationwide learning movement.

Government officers across levels, from early-career officers to senior leadership, will engage in structured programmes focused on building skills required for responsive and citizen-centric governance. The initiative encourages collaboration, knowledge-sharing, and reflection on best practices, ensuring that learning translates into improved service delivery.

The week will commence with a national conclave at the Dr Ambedkar International Centre, featuring insights from leaders such as PK Mishra (Principal Secretary to the Prime Minister of India), V Anantha Nageswaran (Chief Economic Advisor, Government of India), and T V Somnath (Cabinet Secretary, Government of India). Their perspectives will guide discussions on strengthening governance and institutional excellence.

In today’s dynamic, technology-driven environment, governance requires more than traditional expertise. It calls for agility, innovation, and collaboration. Recognising this, Sadhana Saptah also promotes self-driven learning through the iGOT Karmayogi Platform, enabling officials to continuously upgrade their skills.

More than a week-long programme, Sadhana Saptah aims to build a culture of continuous learning across the civil services. It reinforces the idea that effective governance depends on constantly strengthening the capabilities of people and institutions.

As India progresses towards the vision of Viksit Bharat 2047, this initiative serves as a vital step in empowering government officers to lead with competence, compassion, and confidence, ensuring better outcomes for citizens and a stronger nation.
