Introduction
Jharkhand Agency for Promotion of Information Technology (JAP-IT) has established as an autonomous body under the Department of Information Technology & e-Governance, registered under the Society Registration Act 21, 1860, on March 29, 2004. JAP-IT aims to accelerate IT development, digitize government processes, and provide convenient e-services to citizens.

Objectives
1. The development of different types of portals, applications to facilitate the government functions on the basis of IT/Software modules.
2. IT Support to Government Departments: Providing technical assistance in computerization, networking, and e-Governance to government departments, organizations, and agencies.
3. Promotion of e-Governance: Ensuring transparency and efficiency in government operations by integrating e-Governance.
4. Human Resource Development: Training government employees in IT and promoting skill development.
5. Other Tasks as Assigned by the State Government: Executing special projects assigned by the government.

Role and Functions
JAP-IT functions as an agency for implementing IT and e-Governance projects in the state. Its key roles include:
1. Development of IT Infrastructure: Arranging necessary technical resources for government departments.
2. Implementation of State e-Governance Plans: Executing plans like the State e-Governance Plan.
3. Simplification of Manual Processes: Digitizing traditional systems to make processes simpler and faster.
4. Web-Based Solutions: Providing services to citizens through online portals and applications.
5. Technical Assistance: Assisting state departments in networking, data management, and cybersecurity.
6. Manpower Rate Contract: Empanelment of outsourced agency to facilitate Jharkhand Government Departments/offices in hiring outsourced resource through empaneled agencies.

Major Projects
JAP-IT has successfully implemented more than 52 IT and e-Governance projects in Jharkhand. Some notable projects include:
1. Jharkhand State Data Centre (JHSDC): State Data Centre enables the various State departments to host their services/applications on a common infrastructure with efficient management, ensuring that computing resources and the support connectivity infrastructure is adequately and optimally used.
2. JAP-IT Data Centre (JDC): JAP-IT Data Centre used to deploy websites/applications for State Government departments/agencies. Initially, applications are deployed in the development or inauguration phase and once development and security audits are complete the applications are shifted to the State Data Center.
3. Jharkhand State Portal: The Jharkhand State Portal has been developed by in-house team of JAP-IT with the aim of providing centralized information and essential services to the citizens. The objective is to offer a comprehensive, accurate and reliable source of information about the state of Jharkhand, covering various facts and facets.
4. Jharnet 2.0 (State Wide Area Network): Jharnet is an Intranet built exclusively for the use of the Government of Jharkhand and its various departments. It is a communication network built to carry Multi Services- Data, Voice (IP Phone) and Video (Video Conferencing System).
5. Maiya Samaan Yojana: A financial assistance scheme for economically weaker women aged 18 to 50, offering a direct financial aid of ₹2,500 per month to empower them and improve their standard of living.
6. Abua Swasthya Suraksha Yojana: Abua Swasthya Suraksha Yojana 2024 is an initiative by the Jharkhand Government, aimed at providing free health insurance to citizens who are not covered under the Ayushman Bharat Scheme. This scheme will offer medical treatment coverage of up to ₹15 lakh per family and is expected to benefit approximately 33 lakh families.
7. Disaster Recovery Centre on Cloud: Disaster recovery solution utilizing cloud technology to ensure data security and business continuity.
8. Secretariat LAN Project: Project involves the establishment and enhancement of Local Area Networks (LANs) in various Govt. buildings as well as other Network/CCTV/VC related tasks as required within the state.
9. Visitor’s Management System (VMS) for Hon’ble High Court & District Courts: Initially, the portal for e-Pass/VMS system has been developed by the in-house technical team of JAP-IT. Further, on the basis of expansion of the scope, the tender has been published for implementation of e-Pass/VMS system along with IOT based IT Infrastructure at Hon’ble High Court & five (05) Districts civil court of Ranchi, Hazaribagh, Jamshedpur, Dhanbad & Deoghar. A system Integrator/Service Provider has been selected for above said implementation work.
10. Installation of Video Conferencing System at District and Sub-Divisional Court of Jharkhand: Video Conferencing System in 24 District Court and 06 Sub-Divisional Court of Jharkhand have been installed.
11. CCTV System Installation in various Courts: In Compliance to the direction of Hon’ble Supreme Court, CCTV System has installed in various District and Sub-Divisional Courts.
12. Video Conferencing System between Courts and Jails in Jharkhand: The objective of Court-Jail Video Conferencing (VC) system is for conducting electronic trial of person lodge in Jails. The Video Conferencing system has been established between 28 Courts and Jails across the State has made functional since July 2019 under technical supervision of JAP-IT.
13. Installation of Video Conferencing system at Different Department: Video Conferencing System is being installed at chambers of Additional Chief Secretary/Principal Secretary/ Secretary by the fund provided by Dept. of IT & e-Governance.
14. COTS- ERP (Commercial-off-the-shelf Enterprise resource planning) for JHARCRAFT: The project, with a duration of three years, is under the supervision of JAP-IT. The “Supply Installation, Commissioning of COTS Systems and AMC of the COTS ERP System at JHARCRAFT” is the conceptualized project of JHARCRAFT developed by JAPIT in 2024.
15. CMO Web portal & Mobile App, Jharkhand: An official platform to reflect the all-along contributions of Hon. Chief Minister, Jharkhand for accessing the Authentic and Categorized information. JAP-IT has designed, developed and is maintaining the project and has hosted the project at JHSDC.

Administration
The success of JAP-IT is made possible by its experienced and dedicated administrative team:
1. Shri Raj Kumar Gupta – Chief Executive Officer (CEO)
2. Shri Lalan Kumar – Officer on Special Duty (OSD)
Additionally, JAP-IT employs around 50-60 skilled professionals who play a vital role in successfully managing various IT and e-Governance projects.
