Mega Seva Aapke Dwar at Ziro, Takes Governance to Every Doorstep

In a diverse and geographically challenging state like Arunachal Pradesh, bringing governance closer to people is more than a necessity, it is a commitment to inclusion, accessibility, and progress. With this vision, the Government of Arunachal Pradesh launched the Mega Seva Aapke Dwar initiative, a flagship outreach program designed to deliver government services and welfare schemes directly to citizens at their doorsteps.

In line with this mission, a Mega Seva Aapke Dwar camp was organized at Government Secondary School, Hari, Ziro in Lower Subansiri District, under the Cabinet Aapke Dwar programme, marking a landmark effort in taking governance directly to the people.

The event was inaugurated by Chief Minister Pema Khandu, in the presence of Deputy Chief Minister Chowna Mein, Cabinet Ministers, MLA Hage Appa, Chief Secretary Manish Kumar Gupta, Secretaries and Commissioners of various departments, and a large gathering of villagers. More than 30 government departments participated in the camp, offering a wide range of essential citizen services.

Services Delivered at the Camp

Agriculture Department: Distributed soil health cards, extended benefits under PM-Kisan, and provided tractors under Atma Nirbhar Krishi Yojana (ANKY).

DDUSY: Cheques handed over to young entrepreneurs under Deen Dayal Upadhyaya Swavalamban Yojana.

Textile Department: Distributed yarns to local villagers.

Jan Suvidha Counters: Issued PRC, ST, Income, and other certificates instantly.

Forest Department: Conducted a pledge campaign against hunting and consumption of wild animals, with active participation from HCM and dignitaries.

Health Department: Conducted free TB, HIV, Malaria tests, distributed medicines, and provided benefits under Dulari Kanya and CMAAY schemes.

Trade & Commerce Department: Issued trading licence forms, replaced old licence books free of cost, and sensitised villagers on legal business practices.

The camp witnessed enthusiastic participation from villagers, underscoring the success of the state government’s mission to bring governance closer to the grassroots.

CM on People-Centric Governance

Recalling the journey of the initiative, Chief Minister noted that Sarkar Aapke Dwar, launched in 2017, was renamed Seva Aapke Dwar to make governance more inclusive and citizen-friendly. Since its inception, more than 1000 camps have been organised across the state, benefiting over 15 lakh people. Given the vast and diverse tribal landscape of Arunachal Pradesh, where many villagers earlier lacked awareness of welfare schemes, this initiative has played a crucial role in ensuring last-mile delivery of government services.

Cabinet Aapke Dwar at Ziro: Policy Decisions for the Future

As part of the Cabinet Aapke Dwar initiative designed to take Cabinet meetings to remote regions of Arunachal rather than restricting them to Itanagar the third Cabinet Aapke Dwar meeting was held at Ziro on 8th September 2025, chaired by Hon’ble CM Shri Pema Khandu.

The Cabinet deliberated on and approved several key policy initiatives and administrative reforms, ensuring that governance is more accessible, inclusive, and responsive to people across the state.

Major Decisions

1. Urban Planning & Infrastructure

Approval of the Arunachal Pradesh Urban and Country Planning (Amendment) Bill, 2025.

Regulation of 47 notified urban centers for sustainable growth.

Town planning schemes, land pooling, empowered local bodies, and better infrastructure.

Unlocking ₹100 crore under the Capital Investment Scheme (2025–26).

2. Public Safety & Institutional Strengthening

Establishment of five new fire stations at Mebo (East Siang), Kimin (Papum Pare), Deomali (Tirap), and Lungla (Tawang).

Creation of 68 new posts for improved service delivery.

3. Education Expansion

Establishment of a Government Degree College of Science & Commerce at Ziro to expand higher education opportunities.

4. Policy & Regulatory Reforms

Land Settlement Rules Amendment, 2012: Extended lease periods up to 50 years, extendable by 49 years, to promote investment and job creation.

Arunachal Pradesh Municipal (Control on Advertisement) Regulation, 2025: Regulating outdoor advertisements for safety, aesthetics, and municipal revenue.

Municipal Property Tax Management Rule, 2025: Introducing property tax in municipal areas to strengthen urban local bodies.

5. Recruitment & HR Policy Updates

New recruitment rules for Art Experts, Labour Inspectors, Marketing Inspectors, and Finance & Accounts Officers.

Updated career structures, pay compliance with the 7th Pay Commission, and alignment with modern job requirements.

A Model of Governance in Action

The twin initiatives – Mega Seva Aapke Dwar and Cabinet Aapke Dwar showcase Arunachal Pradesh’s governance model rooted in accessibility, accountability, and inclusion.

While the Seva camps bring immediate, tangible benefits to the people at their doorsteps, Cabinet sittings outside the state capital ensure policymaking remains grounded, people-oriented, and responsive to local aspirations.
