Mukhyamantri Abua Swasthya Suraksha Yojana
The Department of Health, Medical Education & Family Welfare, Government of Jharkhand, has enhanced the annual health insurance coverage under the scheme for each family. The scheme shall be implemented by the Jharkhand State Arogya Society (JSAS), functioning as the State Health Agency, with technical support from JAPIT. This provision aims to extend comprehensive health protection to all eligible beneficiaries in the State.
Key Features of the Scheme:
• Benefit of Rs. 15 lakh per family per year on a family floater basis.
• Entitlement Based Scheme with no cap on family size.
• All pre–existing disease conditions are covered from day one.
• Pre-defined 2322 Health Benefit Packages (HBPs 2.2) of secondary & tertiary care medical and surgical procedures in 26 medical specialties. 21 packages are reserved for State government hospitals.
Coverage under the Scheme:
The Central government provides coverage based on Socio-Economic Caste Census (SECC) 2011:
• Rural beneficiaries – based on 6 deprivation criteria (D1 to D5 and D7)
• Urban beneficiaries – based on 11 occupational categories.
• The State government – extended the beneficiary data by adding PDS beneficiary having Red / pink, yellow, and green ration cards.
Eligible beneficiaries:
• Total 57 lakh families were covered in Jharkhand between Sep 2018 to 10th Feb 2022 (PDS beneficiaries having Red/pink, yellow ration cards).
• Total 66.26 lakh families are covered in Jharkhand from 11th Feb 2022 to date (PDS beneficiaries having Red/pink, yellow, and green ration cards).
• Total covered Individuals – 2.79 Crore.
Mode of Implementation:
The Mukhya Mantri Abua Swasthya Suraksha Yojana will be implemented as per the existing MoU with the National Insurance Company, operating in Hybrid mode until its expiry/termination:
• Up to Rs. 5 lakh coverage:
o For up to Rs. 1 lakh per family per year – Insurance coverage by National Insurance Company (NIC)
o For above Rs. 1 lakh and up to Rs. 5 lakh per family per year – Trust coverage by Jharkhand State Arogya Society (JSAS)
• Above Rs. 5 lakh & up to Rs. 15 lakh coverage – Trust coverage by Jharkhand State Arogya Society (JSAS).
• Premium for coverage of Rs. 1 lakh is Rs. 980/- per family per year.
