Introduction

Jharkhand Skill Development Mission Society (JSDMS) under the Labour, Employment, Training and Skill Development Department, Jharkhand, serves as the nodal organization for all skill development activities in the state, ensuring an effective and efficient skill training ecosystem.

Mukhymantri Sarthi Yojna (MMSY)

Mukhymantri Sarthi Yojna is an umbrella scheme which is implemented by the Jharkhand Skill Development Mission Society under the Labour, Employment, Training and Skill Development Department, Jharkhand. The scheme bridges the employment gap by providing skill training to youth and enabling them to pursue both wage and self-employment opportunities.

Features of MMSY

• The training under this scheme is free of cost and is implemented in all 24 districts of the state.
• The training is both residential and non-residential, and the centre accreditation is done by NSDC through SMART measures.
• It aims to provide quality training to the youth in the age group of 18-35 years; however, for the BIRSA scheme, the maximum age group is 50 years for reserved categories (SC/ST/OBC).
• The attendance of the trainees and trainers is maintained through Aadhaar Enabled Biometric Attendance System (AEBAS). In residential training centres, biometric attendance is compulsory in both classrooms and hostels.
• The training life cycle is operated and controlled by the Skill India Digital Hub Portal (SIDH Portal). Training of Trainers (TOT) is mandatory to provide training to the youth.
• Training in Soft Skills and IT is compulsory in all the courses for the holistic development of the candidates.

Special Features under the scheme

• Rojgar Protsahan Bhatta: An allowance of Rs.1000/- per month to boys and Rs.1500/- per month to girls/disabled/transgender, for a maximum of one year, through Direct Benefit Transfer (DBT) is provided in case the students do not get employment within three months after training.
• Pariwahan Bhatta: An amount of Rs. 1000/- per month is provided to the non-residential trainees through Direct Benefit Transfer (DBT) as a transportation allowance for commuting from their house to the skill training centres.

Four sub-schemes under Mukhymantri Sarthi Yojna

1. Deen Dayal Upadhyay Kaushal Kendra (DDU-KK)

• The scheme aims at setting up of large-scale Mega Centres for a longer duration of quality training.
• It offers a residential training programme, featuring an extensive infrastructure of 25,000 square feet.
• The programme comprises a total duration of 576 hours, with 160 hours specifically allocated to soft skills training.

2. Saksham Jharkhand Kausal Vikas Yojana (SJKVY)

• This scheme provides both residential and non-residential skill training across the state.
• To maintain quality infrastructure and training standards, the minimum area requirement for skill training centers under this scheme is 10,000 square feet for Ranchi, Dhanbad, Jamshedpur, Hazaribagh, and Bokaro however, for the other districts, it is 5,000 square feet.

3. Employability Excellence with College Education and Learning (EXCEL)

• This sub-scheme is specifically designed for 12th pass-out college students and is conducted within college premises alongside their ongoing traditional education.
• It is a non-residential training program, ensuring that students can acquire industry-relevant skills.
• It ensures that students graduate with both academic qualifications and job-ready skills, significantly improving their career prospects and employability in the competitive job market.

4. Block Level Institute for Rural Skill Acquisition (BIRSA)

• The Block Level Institute for Rural Skill Acquisition (BIRSA) has been launched to enhance accessibility and inclusivity in skill development programs by extending training opportunities to the block level.
• The scheme also increases the age limit for reserved categories (ST/SC/ OBC) from 35 to 50 years.
• BIRSA aims to establish skill training centres across all 264 blocks in 24 districts of Jharkhand. These centres operate in either government or non-government buildings, covering an area of 5,000 square feet.
• The courses offered under the scheme are aligned with NSQF Levels I, II, and III.

Migration Support Centre

To support migrant workers from Jharkhand who have relocated to other states in search of employment opportunities, 8 Migration Support Centres have been established across 7 states in the country. These centers serve as a crucial support system for migrant workers, ensuring their well-being and smooth transition into their new work environments. They are established in the following states: Noida (Delhi NCR), Neemrana (Rajasthan), Surat (Gujarat), Pune (Maharashtra), Hyderabad (Telangana), Bengaluru (Karnataka), Tiruppur (Tamil Nadu) and Chennai (Tamil Nadu).

• At these Migration Support Centres, migrant workers are provided free lodging and food for one month, helping them to settle down.
• Additionally, these centers offer career counselling services to guide workers toward sustainable and suitable employment opportunities.
• They also facilitate post-placement support, ensuring that workers can adapt to their new jobs and address any challenges they may face.
• Beyond employment assistance, the Migration Support Centres also play a vital role in linking migrant workers to various social welfare schemes, enabling them to access government benefits such as healthcare, insurance, financial aid, and other entitlements.

Call Centre

• JSDMS has set-up a 20-seater Call Centre to facilitate the Skill Development Programme currently being undertaken by JSDMS in the state of Jharkhand.
• The Call Centre helps in the dissemination of information about the various Skill Development Programmes/ Schemes running in the state of Jharkhand, eligibility criteria for the targeted beneficiaries, processes for enrolments, training, assessment, certification, placement, expected remuneration and post-placement support.
• The Call Centre also acts as a channel for the Grievance Redressal Mechanism.
• Call Center acts as a First Point of Contact for the people in general in the skill ecosystem in Jharkhand or outside the state and refers the matter to experts/specialists within JSDMS, for which immediate resolution is not available.
