New Tripura Sector-Agnostic Start-Up Policy

Tripura Sector-Agnostic Start-Up Policy is an initiative of the Govt of Tripura to promote innovation and entrepreneurship in the state by recognizing potential entities as start-ups. It focuses on supporting the development and improvement of innovative products, processes, and services. The policy facilitates the scaling-up of ideas into sustainable business models with high potential for employment generation and wealth creation within the state. It envisions making Tripura one of the top Start-Up destinations in the North East by 2028.

1- What are the eligible criteria?
Ans –
Area of coverage: The facilitation under the sector-agnostic Start-Up Policy is intended for start-ups that work towards innovation or improvement of a product, process, or service, and have a scalable business model with high potential for wealth and employment creation.
Location: The entity must be registered and operate in Tripura, with at least 50% of the salaried skilled workforce from Tripura.
Entity type: The start-up must be a Private Limited Company, Limited Liability Partnership (LLP), or a Registered Partnership Firm, incorporated within the last 10 years, and having annual turnover not exceeding ₹25 Crores in any preceding financial year.
Exclusion: A start-up shall not have been formed by splitting or reconstruction of an existing business.

2- How to apply for registration?
Ans –
Visit the website https://startup.tripura.gov.in and click the “Apply for Startup Recognition” button. There you can complete the application process for start-up registration under the policy by submitting the required documents through the dedicated Start-Up portal.

3- What are the objectives of Tripura Sector-Agnostic Start-Up Policy?
Ans –
Make Tripura one of the top start-up destinations in North East India.
Develop a world-class Start-Up ecosystem by creating state-of-the-art incubation centres.
Encourage sector-specific and sector-agnostic incubators aligned with the state’s strengths.
Promote skill-based training and entrepreneurship among youth.
Create strong institutional and governance structures for policy implementation.
Encourage CSR involvement from industry for start-up support and infrastructure development.

4- What are the Incentives available under Tripura Sector-Agnostic Start-Up Policy?
Ans –
Incentives such as:
● ₹2 Lakhs Tri-Seed funding (idea stage).
● ₹20,000/month operational cost reimbursement for one year. (Additional 10% for women-led and 20% for PH-led start-ups)
● Up to ₹10 Lakhs reimbursement for prototype development.
● Up to ₹5 Lakhs for marketing and publicity support.
● Reimbursement for patent filing (₹2 Lakhs for Indian, ₹10 Lakhs for foreign patents).
● GST reimbursement under TIIPIS 2022.
● Participation support for startup expos, boot camps, and training events.
● Procurement preference in government tenders and exemption from EMD, prior turnover, and experience.

5- What are the extra supports provided by Start-Up Cell?
Ans –
Start-Up Cell helps new entrepreneurs understand the policy provisions and guides them throughout the recognition and incentive application process. It also facilitates incubation services such as affordable workspaces, mentorship, technical services, networking, training, and market access to nurture start-ups in their early stages. A dedicated Project Management Unit (PMU) is being set up to ensure smooth implementation and operational support.
