Recently, the government of Arunachal Pradesh introduced CM e-Seva, an innovative project along with various other digital initiatives to celebrate the “Year of e-Governance.” The goal of this integrated online platform is to revolutionize citizen-government interaction by unifying all government services into one seamless portal. These transformative initiatives represent a major step towards modernizing the citizen-government interface and streamlining access to online government services, for the benefit of all citizens.

Objective:

One of the primary objectives of the CM Arunachal e-Seva is to enhance the ease of living and doing business in the State. By consolidating all government services into one platform, citizens will no longer have to search through multiple websites or physical locations to avail themselves of the services they need. This will save them valuable time and effort, making their lives much easier.

In the context of ease of doing business, the process of obtaining necessary permits and licenses for the businesses operating in Arunachal Pradesh has been streamlined under the e-Seva portal, greatly benefitting the local entrepreneurs of the State and promoting a conducive environment for the growth of the regional economy.

Features of the CM Arunachal e-Seva:

The platform’s services are strategically categorized into three main segments: government-to-citizen (G2C), government-to-business (G2B), and government-to-government (G2G) services.

Government-to-citizen (G2C) services:

In the G2C category, citizens can avail themselves of 19 essential services, ranging from the issuance of income certificates to the registration of birth certificates and vehicles. This not only streamlines the process for individuals but also ensures that crucial documents and permits are easily accessible, contributing to the overall ease of living for the residents of Arunachal Pradesh.

Government-to-business (G2B) services:

The G2B category of CM Arunachal e-Seva is a robust suite of services designed to facilitate business operations in the state. Encompassing a diverse range of 70 services, businesses can benefit from the streamlined processes required for registrations, obtaining trade licenses, filing taxes, and more. The platform’s commitment to supporting the business sector is evident in its effort to simplify bureaucratic procedures, thereby creating an environment conducive to business growth and development. By offering a one-stop solution for local businesses, CM Arunachal e-Seva not only enhances efficiency but also plays a pivotal role in positioning Arunachal Pradesh as a business-friendly State.

Government-to-government (G2G) services:

The government has recognized the significance of interdepartmental coordination and efficiency through the G2G services provided under the CM Arunachal e-Seva. Within the G2G service category, e-Seva offers three essential services, namely the e-Office, e-HRMS, and Treasury MIS. The e-office module promotes paperless communication and workflow automation, reducing administrative burdens and enhancing productivity across government departments. The e-HRMS ensures efficient management of human resources within the government, contributing to a more streamlined and responsive workforce. Lastly, the Treasury MIS generates accurate financial data and facilitates effective financial management within the government. By integrating these G2G services, CM Arunachal e-Seva not only fosters internal efficiency but also contributes to the overall transparency and accountability of all government operations.

Transparency, Accountability, and Efficiency:

The e-Seva portal focuses on enhancing efficiency, transparency, and accountability by digitizing the process of availing government services under one central interface. Moreover, citizens are able to track the progress of their application status and access relevant information as and when necessary, thereby establishing a transparent Government-Citizen Interface.
