Skill Development and Youth Opportunities in Arunachal Pradesh

The Government of Arunachal Pradesh has placed strong emphasis on empowering youth through skill development, entrepreneurship, and employment generation. With a growing young population, the state recognizes that equipping youth with industry-relevant skills is essential for building a resilient and self-reliant economy.
Through the Department of Skill Development and Entrepreneurship (SDE), the Government of Arunachal Pradesh is implementing various skill training programs, schemes, and partnerships to enhance employability, support entrepreneurship, and create sustainable livelihood opportunities for young people across the state.
Vision for a Skilled Arunachal
The Department of Skill Development and Entrepreneurship aims to develop a skilled workforce capable of meeting the demands of emerging industries and modern workplaces. The department focuses on vocational training, capacity building, apprenticeship opportunities, and entrepreneurship promotion to ensure that youth are equipped with both technical and soft skills.
The overall objective is to transform job seekers into job creators while strengthening the state’s human capital and supporting economic growth.
Major Skill Development Schemes and Initiatives
Chief Minister’s Yuva Kaushal Yojana (CMYKY)
The Chief Minister’s Yuva Kaushal Yojana is one of the flagship skill development initiatives of the Government of Arunachal Pradesh aimed at improving employability among unemployed youth.
Under the scheme, launched in 2018, young people are provided with short-term vocational training programs in multiple sectors, including:
- Electrical and wiring
- Plumbing
- Hospitality and tourism
- Healthcare services
- Automobile mechanics
- Aviation and logistics
The scheme also focuses on placement-linked training programs and industry partnerships to ensure that trainees receive employment opportunities after completing their training.
Chief Minister Soft Loan Scheme (CMSLS)
In November 2025, the Government of Arunachal Pradesh launched the Chief Minister Soft Loan Scheme to support entrepreneurship among technically skilled youth, especially graduates of Industrial Training Institutes (ITIs).
The scheme enables ITI graduates to start their own businesses by providing financial support.
Key features of the scheme include:
- Soft loans of ₹1 lakh in the first phase and ₹2 lakh in the second phase
- ₹15,000 toolkit assistance for starting a trade-based business
- 25% loan subsidy and 7% interest subsidy
- Support for enterprises such as electrical works, carpentry, welding, automobile repair, tailoring, and other technical trades
The scheme is designed to encourage skilled youth to become entrepreneurs and generate employment within the state.
Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
The Pradhan Mantri Kaushal Vikas Yojana, launched by the Government of India in 2015, is one of the largest skill development programmes implemented across the country.
Under PMKVY, youth receive:
- Industry-relevant skill training
- Certification aligned with the National Skills Qualification Framework (NSQF)
- Placement assistance and industry exposure
Training under PMKVY in Arunachal Pradesh covers sectors such as retail, hospitality, tourism, IT services, construction, and manufacturing.
State Apprenticeship Promotion Scheme (SAPS)
To further enhance employability, the Government of Arunachal Pradesh promotes apprenticeship opportunities under the State Apprenticeship Promotion Scheme.
The program encourages youth to gain practical industry experience by working with companies and institutions. In some cases, trainees who pursue employment or apprenticeships outside the state receive additional financial support or stipends to support them during the initial phase of employment.
This initiative strengthens industry exposure and helps bridge the gap between training and employment.
Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)
The Deen Dayal Upadhyaya Grameen Kaushalya Yojana, launched by the Government of India in 2014, focuses on skill development for rural youth from poor households.
Implemented through the Arunachal State Rural Livelihoods Mission (ArSRLM), the scheme aims to:
- Provide skill training to rural youth aged 15–35 years
- Facilitate placement in national and international job markets
- Promote livelihood opportunities in sectors such as retail, construction, hospitality, and logistics
The scheme plays an important role in addressing rural unemployment and improving livelihoods across remote districts of Arunachal Pradesh.
Skill Development Infrastructure in Arunachal Pradesh
Arunachal Pradesh has steadily expanded its vocational training ecosystem through Industrial Training Institutes (ITIs), vocational training providers, and short-term skill centres.
The first Industrial Training Institute in the state was established at Roing in 1971, marking the beginning of structured vocational training in Arunachal Pradesh. Over time, additional ITIs were established in locations such as Tabarijo, Dirang, Yupia, and Balinong (Miao) to provide technical training to youth across districts.
Today, ITIs and vocational centres across the state offer training in multiple engineering and non-engineering trades, enabling young people to acquire practical skills that improve employment prospects.
Industry Partnerships and Placement Opportunities
The government actively collaborates with industry partners, training providers, and private organizations to strengthen skill training and ensure placement opportunities.
For example, training programs conducted in partnership with foundations and hospitality companies have resulted in job placements for trained candidates in leading hospitality groups, demonstrating the success of industry-linked skill training programs.
Such partnerships help align training curricula with industry needs and improve job outcomes for trainees.
Promoting Entrepreneurship and Start-ups
Beyond employment, the Government of Arunachal Pradesh also promotes entrepreneurship among youth.
Initiatives such as the Arunachal Pradesh Innovation and Investment Park (APIIP), established in August 2021, support start-ups through incubation programs, mentorship, and seed funding. The incubator has already supported over 100 start-ups across multiple sectors, including agriculture, tourism, e-commerce, and technology.
These initiatives encourage innovation and help young entrepreneurs transform ideas into sustainable businesses.
