Vibrant Villages Programme – Transforming Arunachal Pradesh’s Border Villages into Gateways of Growth

Border villages are more than India’s geographical frontiers, they are the nation’s first line of resilience, rich cultural heritage, and enduring spirit. Recognising their strategic and developmental importance, the Government of India launched the Vibrant Villages Programme (VVP) on 10 April 2023 from Kibithoo in Anjaw district, Arunachal Pradesh, with the vision of transforming border villages from the country’s “last villages” into its “first villages.”

Arunachal Pradesh occupies a central place in this transformative initiative. Of the 662 priority villages identified under the first phase of the programme across India’s northern border, 455 villages across 11 districts of Arunachal Pradesh have been selected for comprehensive development, the highest among all participating states and Union Territories.

Arunachal Pradesh Leading Border Development

Over the past three years, the Vibrant Villages Programme has gathered significant momentum across Arunachal Pradesh. The initiative is bringing together infrastructure development, improved connectivity, livelihood generation, tourism promotion, and community participation to transform remote border villages into vibrant centres of growth.

At the launch of the programme in Kibithoo, several development projects were dedicated to the people, including nine micro-hydel projects that improved electricity access in remote villages and 14 Indo-Tibetan Border Police (ITBP) infrastructure projects aimed at strengthening connectivity and essential facilities in border areas. These projects laid the foundation for improving the quality of life in villages located along India’s eastern frontier.

Road connectivity continues to be one of the programme’s highest priorities. A high-level review held in January 2026 approved the development of approximately 1,022 kilometres of roads under the Vibrant Villages Programme in Arunachal Pradesh. The Centre has sanctioned 105 road projects and 27 Long Span Bridge (LSB) projects, with an estimated investment of ₹2,361.82 crore, aimed at connecting 125 previously unconnected border villages.

Complementing these efforts, the Government of India has also approved 17 road infrastructure projects worth ₹611.17 crore under the Central Road and Infrastructure Fund (CRIF) for Arunachal Pradesh. These projects will further strengthen last-mile connectivity, improve access to healthcare, education, markets, and tourism destinations, and accelerate socio-economic development across remote border regions.

Creating Sustainable Livelihoods

Infrastructure development is being complemented by initiatives that generate sustainable livelihoods for local communities.

The programme promotes agriculture, horticulture, livestock farming, medicinal plant cultivation, handloom, handicrafts, eco-tourism, and homestay enterprises through convergence with various Central and State Government schemes. These initiatives enable border communities to build resilient local economies while preserving their traditional knowledge and cultural heritage.

Empowering Border Youth Through Skill Development

Recognising that skilled youth are essential for vibrant border communities, the Ministry of Skill Development and Entrepreneurship (MSDE) launched a dedicated Skill Development Initiative for Vibrant Villages in April 2026.

The initiative seeks to provide demand-driven skill training aligned with local economic opportunities. Training programmes focus on sectors such as tourism and hospitality, renewable energy, construction, agriculture and allied activities, digital services, handicrafts, logistics, and entrepreneurship.

The programme also converges with flagship initiatives such as Skill India Mission, PM Vishwakarma, and the National Skill Development Corporation (NSDC) to strengthen employment opportunities closer to home.

Special emphasis is placed on empowering women, artisans, Self-Help Groups, and rural entrepreneurs, enabling them to become active contributors to the local economy while reducing migration from border villages.

Signs of Reverse Migration

One of the most encouraging outcomes of the programme is the emergence of reverse migration in some border villages.

According to the Ministry of Home Affairs, early signs of people returning to their native villages have been observed in districts such as Kurung Kumey, Dibang Valley, and Shi-Yomi. Improved roads, better electricity, enhanced mobile connectivity, expanded livelihood opportunities, and improved public infrastructure are encouraging families to stay in or return to their ancestral villages.

This reflects the programme’s broader objective of creating vibrant and self-sustaining communities where people can build secure livelihoods without leaving their homes.

Community Participation Driving Development

Community participation remains one of the defining strengths of the Vibrant Villages Programme.

Village communities, Panchayati Raj Institutions (PRIs), Self-Help Groups, youth organisations, and local stakeholders are actively involved in planning and implementing development projects. Their participation ensures that initiatives are need-based, inclusive, and sustainable.

By early 2026, more than 2,971 awareness programmes, health camps, veterinary camps, service delivery camps, training programmes, fairs, cultural festivals, and tourism promotion activities had been organised in Arunachal Pradesh under the programme. These activities have strengthened awareness about government schemes, improved access to public services, promoted indigenous culture, and encouraged community ownership of development initiatives.

Expanding the Programme

Recognising the programme’s positive impact, the Government of Arunachal Pradesh announced a major expansion during the State Budget 2026-27.

The programme now covers 577 strategically important border villages, including 455 villages under Phase I and 122 villages under Phase II along the India-Myanmar and India-Bhutan borders. This expansion ensures that development reaches all major border regions of the state while strengthening connectivity, livelihoods, tourism, and essential public services.

The expansion also reflects the Government’s commitment to ensuring balanced regional development and improving the quality of life in every border village.

Towards a Vibrant Arunachal

The Vibrant Villages Programme is redefining development in Arunachal Pradesh’s border regions. Villages that were once considered remote are steadily emerging as connected, resilient, and opportunity-driven communities.

Improved roads, bridges, electricity, digital connectivity, healthcare, education, livelihood generation, tourism, and skill development are creating new opportunities for people while preserving the unique traditions and identity of Arunachal Pradesh’s indigenous communities.

More importantly, the programme demonstrates that border development is about empowering people. By creating opportunities closer to home, strengthening local institutions, and encouraging community participation, the Vibrant Villages Programme is helping transform Arunachal Pradesh’s border villages into engines of sustainable growth.

As India moves towards the vision of Viksit Bharat 2047, Arunachal Pradesh continues to lead by example. Through the Vibrant Villages Programme, its border villages are no longer viewed as the nation’s last settlements, they are emerging as India’s first villages, standing as symbols of resilience, prosperity, and national pride.
