‘Arunachal Rising’: Connecting Government & Citizens

“Arunachal Rising” launched by Chief Minister Shri Pema Khandu is a 2 month comprehensive campaign aimed at bridging the gap between the public and the government by involving various stakeholders of the society including students, youth, NGOs, panchayat leaders etc among others. With the commencement of this campaign one can witness the government sowing seeds of development for the state by facilitating enhanced awareness and better accessibility of various schemes and flagship programmes from the grassroots level. The government wishes to integrate stronger citizen centric democracy within the state and for this, various programmes have been launched to welcome innovative participation, informed opinion and enabling suggestions by the public. This significant campaign has roped in a very strong and dedicated communication framework for garnering maximum public awareness, accessibility and participation. To support the campaign, district level committees have been formed in order to execute the campaign successfully, under the chairmanship of the concerned Deputy Commissioner.The inclusion of “Gram Preraks” and “Communicators” is an integral and innovative hallmark of this campaign. These are the primary role players operating even in the remotest zones and working seamlessly to disseminate information about the central and state government launched initiatives, schemes, programs and policies through various active and passive connecting sources, in collaboration with various other departments and officials. The use of communicating mediums such as social media, radio, public utility vans, publicity agents and so on have all been efficiently roped in to strengthen the process.

Campaign Components:
1. Jan Sampark Yatra:
Hon’ble CM will visit each district and address a mass public rally. ASHAs, Anganwadi workers and progressive farmers will be felicitated. This rally will also include interaction with civil society members.
As a part of this Gram Preraks (Publicity Agents) will be identified for each CD Block to disseminate information about government flagship programmes in the villages and to the village authorities etc.

2. CM Youth Outreach Programme:
This targets school children. Teachers will be appointed as Communicators to disseminate information about government flagship programmes.

3. Outreach Programme with Urban Population and Society:
Under this, teachers from Higher Secondary and Secondary schools will be sensitised about various flagship programmes. These communicators will then disseminate information to the target group. Friday classes will also be organised to disseminate information to the students who will then in turn interact with others. A mass media campaign will be conducted as a part of this in the district headquarters.

Some Landmark Activities:
With the launch in Longding, honourable CM has inaugurated a VKV school, a primary health centre, laid foundation stone for upgradation of police station. He also felicitated awards to dedicated ASHA workers, Anganwadi workers and Progressive Farmers. Additionally, provision of LPG connection and cheques to beneficiaries under Ujwala Yojana and Mudra Yojana have been forwarded.
In Changlang and Deomali the Chief Minister inaugurated District Secretariat building, water treatment plant and road projects of 4.14 km of cement concrete pavement and the 36 km double lane Changlang-Margherita road have been completed.
Foundation stone for the construction of 28 km road from Hukanjuri to Dirok and foundation of piped water supply for Deomali Township along with inauguration of the academic block of the Wangcha Rajkumar Govt College have been undertaken.

Conclusion:
A far reaching and visionary undertaking meant primarily for forwarding Arunachal Pradesh’s development work and to reiterate the progress attained on all fronts including road communication, telecommunication, horticulture, agriculture, tourism, power sector etc and e-Governance amongst others. Besides the socio economic development of the state, the participation of the common people is a major feature and objective of this campaign.
