After completion of round –I for review of Smart City Proposal of New Town Kolkata and GAP identification and revised strategy formulation for bridging the gap and for up-gradation of proposal through citizen consultations, now to finalize and develop the implementation plan citizen engagement will be held between 31st March 2016 to 5th April 2016.

The draft area based development and PAN city solutions are arrived through citizen consultations mentioned below :
Area Based Development
1. Solar panels in all 11 parks & playgrounds, 1.7 km Link Canal and 3.4 km long pathways on its both sides, 6 bus terminus/ stands, 30 Auto/Toto (battery powered vehicle) stands and 3 traffic signals; semi-transparent roof tops solar panels in 14 NKDA/HIDCO buildings and 5 markets; Energy efficiency project for NKDA/HIDCO buildings; Air quality monitoring at 12 (Project SUSTAINABLE ENVIRONMENT)
2. Installation of SCADA in distribution lines; storm water recycling and re-use using dual piping; sensor based drainage sewerage monitoring, Rain water harvesting (Project SAVE and SAFE WATER)
3. Waste segregation at source, sensor-based e-bins at public places and tracking, App based construction waste management, e-Waste recycling facility (PROJECT ZERO)
4. Smart meters for both water and electricity in all establishments/ residences (PROJECT SMART METERING)
5. Creation of 3 One-NKDA centers providing all municipal service delivery modules through e-governance/ m-governance developed at Pan City level leveraging city level wifi along with e-Kiosks for improving access to all citizen (Project ONE-NKDA)
6. Setting up a) 6 Telemedicine kiosks, b) App relating to healthcare (developed at Pan City level), c) 6 virtual classrooms for Community based virtual teaching (leveraging Command & Control center developed at pan city level), d) Gateway of Kolkata, e) Music and dance school (Project SOCIAL AND CULTURE)
7. Development of a) 5 smart bus stands and 1 smart bus terminus, b) carpooling programme, c) bi-cycling project; c) 195 km of pedestrian friendly pathways and citizen’s plaza (2,450 sq. m). d) 9 smart parking lots; e) App for Autos/ Totos (developed at Pan City level) and f) 30 Auto/ Toto stands with charging station, waiting area, water fountains and other amenities (Project MOBILITY & CONNECTIVITY).
8. Installation of a) CCTV cameras for surveillance across 960 acres, b) single point emergency response system, c) Intelligent street lights with panic buttons; d) senior citizen watch for emergency (This project will leverage the Command & Control center developed pan city level for analytics and quick response) (Project SAFE CITIZEN)
9. Setting up 1 Business incubation center, 4 Common Service Centers, 3 smart vending zones & 1 skill development center (Project ECONOMIC OPPORTUNITY)
10. Policies on zero littering, recycling and reuse of water using dual piping, waste recycling, energy efficient building, vending zone, street design, multimodal transport, compulsory tree plantation and construction monitoring.
Pan City Solution
A. ONE-NKDA INTELLIGENT GOVERNMENT SERVICE (One-NKDA IGS): One-NKDA IGS will act as an axle providing ICT based solutions for various aspects identified at pan city level and integrate with the solutions at area level, to achieve the desired city goals.
One-NKDA IGS is structured in 6 modules
1) CITY GOV – including ICT based service delivery, administration of user charges including proposed property tax, monitoring of city services, grievance redressal mechanism, analytics of feedback
2) CITY VOICE – including call center Anandababu; the 24×7 phone helpline – a human face to technology simulated grievance redressal mechanism and information provision
3) CITY BIZ- including interactive maps for business, new town employment exchange portal, single window clearance system, gateways to other relevant business portals
4) CITY LIVING – app based information of health and educational facilities; eTelemedicine centers; air quality monitoring; app for open space and recreational facility locating
5) CITY SAFETY- incident reporting for safety & security issues, tracking, escalation and emergency management system
6) CITY MOBILITY – Bus Locator, ToTo/ Auto app, app for ride pooling
B. PAN CITY SMART & SAFE MOBILITY SOLUTION: Smart bus public information systems; GPS based intra-city e-Bus tracking system; Integrated smart card based fare system for e-Buses, HIDCO operated buses and Auto/ ToTos; Planned intermodal integration by inter-linked design of the upcoming Metro stations and Bus stands, Auto Stands and Toto Stands
The above mentioned solutions will be assisted by Pan City support infrastructure including:
• Command and control center with data center infrastructure to be used for hosting the service for both Pan City and Area Based solution
• 12 One-NKDA centers and 120 eKiosks created across the city
• GIS based maps including utility maps
• Hi-speed wi-fi facility along with shared hosting facility: City administration to extend the facility already existing across the 11 kms of the MAR. Since optical fiber ducts are already available across the city, service providers will be invited for providing the wi-fi facility on PPP basis.
• Capacity building of government officials mandated to use the system along with mass scale digital literacy drive across the city to ensure ease of using the new system
