Summary on Smart City Proposal

The Smart City Proposal for Shillong City has been prepared for a project cost of Rs. 1459.60 crores with breakup of Rs. 1396 crores for Area Based Development and Rs. 63.60 crores for Pan City.  The Area Based Development which comprises of the Retroffiting component has been proposed for an area on 365.00 acres covering areas of the 3 normal wards under Shillong Municipality and parts of Motphran and its surroundings. It is proposed to retrofit these areas by providing innovative solutions on water supply, drainage, sewerage and seepage management, traffic and transportation, pathways, street lighting plus beautification components. In the Pan City Proposal, tech savvy Pan City solutions have been proposed.

The Smart City Proposal has been prepared through exhaustive consultations mobilizing citizens’ participation as far as possible. Major activities carried out includes – consultation meeting with Minister, Urban Affairs and officials of Urban Affairs Department; Meeting-cum-Workshop with all line Departments of the State Government and other Stakeholders of Educational  Institutions, Professional Groups, Commerce related Organization etc.; Inviting public opinion through social media website of MyGov, Facebook, Twitter along with Essay Competition, Discussion Forum and Poll  which has been uploaded in MyGov site with links to the other sites for online monitoring and registering of public views; Intensive public awareness campaign which has been carried out through print media and social websites as well as poster campaign within city limits. It was assessed from the views and feedbacks received from different stakeholders, urban infrastructure, traffic and transportation, tourism are some of the major priority areas.

(ii) Brief Detail of Retrofitting Proposal for Area Based Development & Pan City Proposal:

Retroffting Proposal:- (a) Urban Infrastructure: Improvement works in Water Supply  such as introduction of smart meter, sensors for leak detection, upgradation of existing WTP, etc.,

•    Improvement works in sanitation, sewerage and drainage such as introduction of underground sewer and drainage system, smart public/community toilets, etc.,
•    Improvement works in Power/Electricity such as introduction of roof top solar panel, underground wiring, smart meters with priority that 10 % of energy required is solar energy.
•    Identification Vacant land/building for income generation/ recreational/ multi-purpose/ public utility/ landscape intervention/ water conservation, parking and other social and economic again.

(b) Traffic and Transport

Reshape transportation through multi modal smart public transport system smart traffic management (traffic lights and freight management), pedestrian friendly innovations-elevators, skywalks; foot over bridge, smart parking lots, space for non-motorized vehicles: cycle tracks and cycle stand.

(c) Safety, Security and Pedestrian safe environment

Increasing accessibility through increased pedestrian and bicycle infrastructure and enhancement of communication network; building safe and secure environment through police surveillance & check posts; provision of emergency services: health and disaster management through monitoring and mitigation measures; increase in green spaces for water conservation: round about, government buildings/land, pavements, road curbs.

(d) Area Beautification

Well developed and managed vending zones; reorganization of retail and whole sale markets, signage and hoarding management, building image – no vehicle zone/time, street furniture, landscape, solar street lights.

Pan City Proposal

(a)    Smart Transport and Traffic Management
Intelligent operation centre (IOC) to improve traffic & transport solution. The IOC shall assimilate relevant subject data from sensors and devices, perform real-time updates and analytics by use of smart software solutions e.g. GIS, IVA, Big data etc. The key components include:

1.    Intelligent Operation Center: this is the key foundation equipped with necessary IT infrastructure, software and network.
2.    Integrated Fare Management: use of radio controlled positioning devices (GPS/GPRS) to track public transport vehicles in real time
3.    Integrated Parking Management: Set-up of radio controlled e-Display units showing available vacant slot.
4.    Integrated Traffic Management and Surveillance: Use of Sensors and cameras to report, monitor and optimize traffic flow situation

(b)    E-governance and citizen services

1.    Digitization of government records and projects across departments
2.    Automated steering of workflow as per department processes
3.    Standardization of ICT practices within and across departments
4.    Digital submission, processing, payment and dispatch of citizen and business services. E.g. issue of certificates and payment of utility, taxes etc
5.    Smart phone apps for addressing citizen’s grievance, health services.
6.    Establishment of e-facilitation centres and free WIFI zones

    Dear Prime Minister sir.. Today’s HELMET issue is increased, for which many accident occurs. If possible then you have to change the rule for that, today’s any pepople they not wearing HELMET while driving, is a certain fine for them, i suggest instead of that u give a HELMET to them with a price of HELMET. BY this i can sure this problem will be decreased and people will be saved or no. of accident is also less. SAB KA SATH SAB KA VIKAS… THIS CAN HELP FOR TO BUILD SMART CITY.

    GOVERNMENT can construct or use post office buildings as a HOME HELP(GRAH-SEVA) centre for every 100 homes & houses in Every town as well as in villages . Where some government bodies are always ready to help people, by all means. HOME-HELP(GRAH-SEVA) centre should have all facility like POST,RAILWAY TICKETS,BANKING,RATION,COMPLAINT,SHOPING,LPG,ELECTRICIY BILL ETC. in a same centre. Then it will be more convenient & Reliable for people and also for government.
