Smart Citizen Consultations on MyGov

In 2015, the Government of India launched the Smart Cities Challenge to accelerate and inspire solutions to increase economic opportunity, improve quality of life, and create more responsive government. The Challenge will distribute central government funding to 100 cities over three years as part of Prime Minister Narendra Modi’s ambitious new Smart Cities Mission.

The India Smart Cities Challenge is a competition for municipal leaders and their partners to promote economic opportunity in India, improve governance, and produce better results for residents. During the competition, cities will formulate a unique vision, mission and plan that reflect their local context, resources, and the priorities of citizens. The best ideas will be selected for funding in Round One. Remaining cities will fine-tune their ideas and resubmit in subsequent rounds of the competition.

One of the very important aspects on which the cities in the challenge would be judged is the transparency, thoroughness and the inclusiveness of their citizen consultation during their Smart City plan preparation process. A Smart City proposal will include a bold new vision for the city, a pan-city initiative drawing inspiration from smart city solutions and an area based development plan which can be, depending on the local context, one of the three approaches – retrofitting, redevelopment or greenfield development. Pro-active citizen consultation is vital for formulating each of these plans and at all stages.

MyGov, Government of India’s online citizen engagement tool, has been identified by the Ministry of Urban Development as one very important part of the process for citizen consultation. In this regard, appended below are two documents which will explain in detail the citizen consultation process that will unfold through MyGov:

1. Ministry of Urban Development’s (MoUD) Office Memorandum (OM) on Citizen Consultation

MoUD issued an Office Memorandum on 23rd September 2015, to the Principal Secretaries (UD) of all the Sates and Union Territories detailing the citizen consultation process along with the various MyGov activities that can be undertaken. 2. Letter by CEO, MyGov to all Municipal Commissioners taking part in the Smart Cities Challenge

Subsequent to the OM by MoUD, CEO MyGov wrote a letter to the the Municipal Commissioners of the 98 Smart Cities that are participating in the challenge. This letter details the entire MyGov process along with timelines. This letter is appended below: MyGov CEO Letter to Municipal Commissioners

Smart Cities is an ambitious plan of the Government of India and its transformative potential will not be realized without widespread public participation at all stages of the development of Smart Cities. MyGov invites all citizens to actively participate in the various activities that are being undertaken.

    While making the city smart we should not forget greenery and city should be made smart without cutting down trees and making the green area double than the current area. There should be areas where there is NO WiFi so that we are prevented from the harmful radiations.
    The 11000 volts high tension wires should be passed far away from the houses.

    Gwalior needs broad modern roads within and surrounding the city.Water harvesting,proper sewage disposal,Public parking and Bio toilets.
    IT sector and industries need to be developed.

    Information technology will play a very significant role in setting up Smart Cities. I would like to understand if there is a unified framework and strategy on the IT aspects that need to be put in place to help build, run and govern Smart Cities. Appreciate if anybody can share a white paper or strategy document which I can read to better understand this. I am looking forward to contribute in this area. Thanks.

    For green energy in smart cities, Install integrated solar panel on rooftop of vehicles. At parking make a metallic lane on street so that it works as +ve and -ve terminals for the solar panel. A provision, when a person parks his car and give a command so that a metallic strip from his vehicle touches the metallic lane and completes the circuit. These are connected with solar cells who gets charged and the DC could converted into AC and can be transmitted .

    I would like to draw your attention to urgent need to reform the current municipal system. Under the current system corruption is rampant and the welfare schemes are abused by corrupt politicians and officials. There is poor planning and even poorer implementation of rules and regulations. I request your good offices to take urgent attention of rampant corruption, official apathy at municipal level to improve the working condition of Indian citizens. Jai Hind

    AB ShettyBlore,Smart city should be in line with US model.Good infrastructure wide uninterrupted roads subway train/metro, gas linked buses,footpaths with cycle track,mechanised garbage clearance of wet and dry,direct drinking water to residents,equipped fire fighters with road side water connection,underground sewage,malls with parking,greenery with lawns parks,improved thermal power,fully equipped hospital,quality education centres,planned cities like Us with marked streets,strict traffic rule

    A suggestion that can be examined is making globally important cities like Mumbai, Bengaluru,Chennai, Kolkata, Hyderabad and Ahmedabad be declared Union Territories so that the management of these places can be standardised. Our experiences with the respective state governments have been nothing to write home about.

    I do not see my 3rd continuation here. We need good officers who know their subject, i am ready to take challenge come with me and I will prove my point. You have lazy bad officers in general you have no way to sack them . What will our smart solution and suggestions do. A little relief in our life will be, have an ID which accepted without fuss. Have requirement on the application. STATE THEREIN OFFICERS CAN NOT ASK FOR MORE….HE SHOULD GIVE IN WRITING UNDER WHICH RULE HE IS ASKING MORE.

    I know Queens English give decent space for us to say our part. I m writing pigeon English and using three column to say my part. Start from here, Smart solution give at least 1500 or 2000 character space. Let us see if you are serious starting here !

    U alone.I used V for We heaven sake give us more space. You speak to anyone he will tell you dealing with Govt. office is hell. Once you have given an ID proof no more proof.If fake ID severely punish the guilty. Same goes for the officer. Your bad management is punishing us all. I have dealt with three same authority office all give different requirement. Is it Civil service or a JOKE ! PM himself said many time I have removed rules, like self attestation,no remove bad officer,CAN U DO U IT!!
