Citizen Ideas reflected in the Union Budget 2016-17

The Ministry of Finance invited citizen suggestions for the Union budget 2016 on MyGov through a public discussion. Several of these responses have been reflected in the budget presented by Finance Minister Shri Arun Jaitley on Monday, 29th February 2016.

MyGov acknowledges all the citizens who participated in this discussion. Some of prominent ideas are as follows:-

  • Suggestion 1: Urban Amenities in Rural Areas

“Just like Smart Cities, allocate some fund for developing Rural Clusters and provide them urban facilities (Electricity through Solar Panel, irrigation through Solar Pumps etc.) by involving the Sarpanch directly.” – Manish Shankaram, Hazaribag

“300 Rurban Clusters will be developed under the Shyama Prasad Mukherjee Rurban Mission launched by the Honourable Prime Minister recently. These Clusters will incubate growth centres in rural areas by providing infrastructure amenities and market access for the farmers.”

 

  • Suggestion 2 : Expanding the Scope of Organic Farming

“Allocation of fund for agricultural research on sustainable farming, organic agriculture, large scale production of organic manures, soil management techniques, to cope with increasing demand, and scope of exporting organic farm produce globally” – Dolagobinda Panda

“At least 5 lakh farm ponds and dug wells in rain fed areas and 10 lakh compost pits for production of organic manure will be taken up by making productive use of the allocations under MGNREGA.”

 

  • Suggestion 3: Welfare Programme for Animal Husbandry

“Introduce animal insurance policy similar to that for people. This policy will make income for the government, provide employment for animal doctors & insurance staff and benefit the animal owners” – Nirav Sheth

  • Suggestion 4:  Introducing Special Agricultural Cess

“Introduce special Agricultural Cess, similar to the Educational Cess, on products like plastic bags, tyres, etc., and use this amount for providing agricultural subsidies to farmers and encouraging corporate farming.”- Sabari

  • Suggestion 5: Direct Benefit Transfer for Fertilizers

“Provide Direct Benefit Transfers (DBT) on Fertilizers”- Mukesh Bhaiji, Bangalore

“We propose to introduce DBT on pilot basis for fertilizer in a few districts across the country, with a view to improving the quality of service delivery to farmers.”

 

  • Suggestion 6: Creating Separate Irrigation Fund

“Agriculture sector must be reformed and more funds for irrigation must be provided to free agriculture from monsoon dependency ”- Sunil Raj, Thiruvananthapuram

“A dedicated Long Term Irrigation Fund will be created in NABARD with an initial corpus of about `20,000 crore.”

  • Suggestion 7:  Introducing “Gram Swarajya” Scheme

“Announce Gandhi Grama Swarajya scheme (GGSS): Under this scheme, every district in every village needs to locally produce clothes for children, provide textile machinery training in every village and promote indigenously produced clothes. Villagers can also sell these garments in the cities.”-  Vijay Narayana Chilaka, Himayathnagar

“Panchayat Raj Institutions need to develop governance capabilities to deliver on the Sustainable Development Goals. It is, therefore, proposed to launch a new restructured scheme, namely, Rashtriya Gram Swaraj Abhiyan, for which 655 crore is being set apart in 2016-17.”

 

  • Suggestion 8: Initiating Open Online Courses

“Establish an all India open university which takes nominal fees or awards free courses to everyone. Furthermore, there can be an online repository of videos of quality courses with an online self-assessment system.”-  Brijesh Ghodasara and Saurabh Kumar Verma

“Entrepreneurship Education and Training will be provided in 2200 colleges, 300 schools, and 500 Government ITIs and 50 Vocational Training Centres through Massive Open Online Courses.”

 

  • Suggestion 9: Price Stabilisation Fund for Pulses

“Set up a ‘Permanent Price Stabilisation Fund’ to check unreasonable hikes in prices of essential commodities, including pulses, foodgrains, vegetables, etc. Weekly monitoring can be done to control hoarding activities”-  Rajkaran Singh Bhatti, Chandigarh

“Government has approved creation of buffer stock of pulses through procurement at Minimum Support Price and at market price through Price Stabilisation Fund.”

 

  • Suggestion 10: Ek Bharat Shreshtha Bharat

“Ek Bharat Shreshtha Bharat programme formulated through the citizen ideas on MyGov finds mention in the Union Budget 2016-17.”

“Ek Bharat Shreshtha Bharat” programme will be launched to link States and Districts in an annual programme that connects people through exchanges in areas of language, trade, culture, travel and tourism.”

    I would like to draw attention on the people with undisclosed income. I work in gurgaon & i know few people living in metros like Delhi NCR & Bangalore are paying rent more than 20000 per month & the landlord is not ready to share his pan number. As this is also an income and should be accounted for tax from the landlord. One way we can implement this, is to mandate writing of pan card number while preparing a rent agreement and asking for same rent agreement while investment proof submission.

    Dear ModiJi and Jaitley Ji,

    Overall I feel, Govt has tried to focus on the things we need to focus in like security to farmers, education, Jobs. However at two fronts we have failed miserably. Salary Class is the biggest class which pay tax before getting income in hand. How can the saving of Salary Class meant for retirement purpose be Taxed and that too 60% of gross amount? I urge you to relook into this.
    This is a big burden to already burdened class. This class pay tax on every thing while

    First of all congratulations for the most balanced budget in decade and that too in given circumstances. Only spoke in the wheel is EPF taxation and looks not much consideration/thoughts given on it before announcing. I request immediate rollback of EPF taxation and made status-quo. I also suggest to make NPS also 100% EEE. You can however impose penality on pre-mature withdrawl and defer withdrawl post 58Years like 50% after immediate retirement, next 50% after five years.

    I am a huge fan of our Prime Minister and his government. I am a salaried employee of a private Firm, falls into 10 Lacs income bracket and always pay all of my taxes on time.

    However, this is very disheartening from the Finance Minister to propose for tax on the 60% savings of EPF(Employees Provided Fund). EPF is the only option for the Salaried Middle Class to secure their future and expect for a respectable life after retirement.

    Please reconsider and abolish the proposal to tax EPF.

    Respected Sir,
    I prem Nath Sah working in IDBI Bank Ltd I have been recruited after Clearing all India Bank PO Exam. Now as per proposal by Finance Minister in Budget Govt have option to bring down its stake in IDBI Bank below 50 % and it will become a private sector Bank. Due to Govt Bank I have joined IDBI Bank under special vacancy of ST/SC/OBC category, now I much worried about my future, career & feel dilemma on me & my family for survival because of job security, please advice or help.

    Remarkable Financial budget & still some needs to be added like,Steps to reduce Petroleum imports like giving tax exemption for electric cars selling less than 1 lac,Reduce cost of basic consumables.For ex:Remove tax or reduce tax for mixie,grinder,induction stove,iron box,mobile,ceiling fan,selling less than Rs1000.Remove tax or reduce tax for Fridge,washing machine,water purifier,Tv,laptop selling at less than RS 5000.So companies will do good R&D to reduce the price of the basic consumables.

    Dear Sir, overall the budget has been good – however, I wish submit that the tax on EPF may kindly be reconsidered. PF is the main retirement pool of money which many people use for buying a house, marriage in the family or used as the retirement corpus, since the Private sector employees do not have the privilege of Pension as available to government employees- also the employees above 45 yrs willbe hitMost.PF is deducted onsalary whichistaxable and tax above 1.5 lac will be double taxation.

    I want to question: Are you 100% sure that all our hard earn money are really going to get utilized for this nation? Are you going assure us that no corruption will happen hence forth? Are you going to assure us that income tax will be taken from doctors, builders, all business men, also from farmers who has huge land? Are you going to assure us that all corrupt money will come back and corrupt people will face strict laws even if person is from BJP? What I want to say here is, value hard work

    1. I am working in private firm and have good salary. Why I earn better? Because since childhood I have done hard work and appeared for exams in open category. Have cleared IIT entrance. I earn better because I show consistently hard work, work everyday for 10-14hours.
    a. This budget has given no relaxation for income tax slabs for me.
    b. In this budget government want to have extra tax on EPF as well.

    Like the budget but the ministers salary should also be a part of income tax because they are the part of India and they are indians
