IMPROVED URBAN MOBILITY

INTRODUCTION OF MID-SIZED E BUSES AND E-RICKSHAWS PUBLIC TRANSPORT SYSTEM
• Promote the use of public transport.
• Minimize the use of private cars.
• Minimize the carbon footprint for a better environment.

Constitute core network for disaster relief and management

Promote expansion of the city

Rejuvenation of existing water bodies in the project area through rainwater harvesting

Improvement of overall economy through reduction in vehicle operating cost.

Roads will be friendly for the elderly and specially abled persons.

DETAILS OF THE PROJECT:
• Conceptualized since 2013-14 with the assistance of the Asian Development Bank (ADB).
• The original proposal had to be dropped in 2015 due to land disputes along the alignment in the Langol Tarung Area.
• Revised project proposal was approved by the Ministry of Finance, in February 2020 for a loan of Rs. 915 Crores ($ 122.00 million) through ADB. This was again revised in September 2023 to Rs.1374.45 Crores ($ 165.00 Million).
• The work will be supervised by an independent Consultant, M/s URS Scott Wilson India Pvt Ltd in JV with Consulting Engineers Group Ltd, India”.
• Consultant selected through international open competitive bidding.
• Civil work for the project is divided into 3 (three) contract packages to expedite the completion.
• Works awarded recently.
• Targeted for completion by December 2026.

IMPORTANT FEATURES:
• Total length: 51.23 km of road

  1. 9.675 km of roads are of 4 lane configuration (18.00 m Road width),
  2. 41.555 km of roads of 2 lane with paved shoulder configuration (14.00/16.80 m Road width).
  3. 17.770 km of roads are to be constructed in the green field.

• Footpath cum Lined Drain throughout the stretch.

• Solar Lighting/Junction point signal/Semi-High mast for the whole project length.

• A 1 Km model 4-lane road with cycling and jogging track and road furniture along Porompat Road No.1.

• Introduction of 20 numbers of Low Floor Mid-Size e-buses and 52 e-rickshaws through PPP Mode.

• Construction of 1200 Running Meter Noise Barriers for sensitive zones – 1st of its kind in the North East.

FINANCIAL IMPLICATION:
• Estimated Total cost of project: Rs. 1766 Crore
• Assistance from ADB: Rs. 1374.75 Crores comprising of 90% Grant and 10% Loan.
• Loan Amount: Rs. 137.575 (Interest to be borne by GOI)
• Grant: Rs. 1237.275 (To be fully repaid by GOI)

JOB CREATION:
The Project is also expected to create 18 lakh man-days of direct employment and another 13.50 lakhs man days of Indirect employments.
