Smart Citizen Consultations on MyGov

In 2015, the Government of India launched the Smart Cities Challenge to accelerate and inspire solutions to increase economic opportunity, improve quality of life, and create more responsive government. The Challenge will distribute central government funding to 100 cities over three years as part of Prime Minister Narendra Modi’s ambitious new Smart Cities Mission.

The India Smart Cities Challenge is a competition for municipal leaders and their partners to promote economic opportunity in India, improve governance, and produce better results for residents. During the competition, cities will formulate a unique vision, mission and plan that reflect their local context, resources, and the priorities of citizens. The best ideas will be selected for funding in Round One. Remaining cities will fine-tune their ideas and resubmit in subsequent rounds of the competition.

One of the very important aspects on which the cities in the challenge would be judged is the transparency, thoroughness and the inclusiveness of their citizen consultation during their Smart City plan preparation process. A Smart City proposal will include a bold new vision for the city, a pan-city initiative drawing inspiration from smart city solutions and an area based development plan which can be, depending on the local context, one of the three approaches – retrofitting, redevelopment or greenfield development. Pro-active citizen consultation is vital for formulating each of these plans and at all stages.

MyGov, Government of India’s online citizen engagement tool, has been identified by the Ministry of Urban Development as one very important part of the process for citizen consultation. In this regard, appended below are two documents which will explain in detail the citizen consultation process that will unfold through MyGov:

1. Ministry of Urban Development’s (MoUD) Office Memorandum (OM) on Citizen Consultation

MoUD issued an Office Memorandum on 23rd September 2015, to the Principal Secretaries (UD) of all the Sates and Union Territories detailing the citizen consultation process along with the various MyGov activities that can be undertaken. 2. Letter by CEO, MyGov to all Municipal Commissioners taking part in the Smart Cities Challenge

Subsequent to the OM by MoUD, CEO MyGov wrote a letter to the the Municipal Commissioners of the 98 Smart Cities that are participating in the challenge. This letter details the entire MyGov process along with timelines. This letter is appended below: MyGov CEO Letter to Municipal Commissioners

Smart Cities is an ambitious plan of the Government of India and its transformative potential will not be realized without widespread public participation at all stages of the development of Smart Cities. MyGov invites all citizens to actively participate in the various activities that are being undertaken.

    Restructuring urban bodies tax and non tax revenue source,initiating public debt revenue mobilization through Municipal bonds flotation,introduction of user charges and development cess,and framing a policy of cross subsidy for the benefit of poor are key policy issues that need to be focused to enhance the sustainability of Smart City at the grass root level.Central Government initiative needs state government equal participation in fund provision and improving Delivery mechanism.

    The initiative to transform urban lifestyles through Smart Cities is a pro active policy and deserves speedy implementation.In the initial stages due to Central Government funding project will start and get momentum.The challenge is sustaining the development as subsequently State Government and Urban Bodies need to mobilize and generate funds for maintenance and recurring costs.

    22 September se post office mai online work start ho raha hai jisse post office ke workers agents ka paisa samay par nahi jama kar rahe hai kyoki agents ka commission unke s.b. account mai chala jayega jisse post office ke workers Jo agents ke commission mai se bribe lete hai vah band ho chuka hai jisse vah agent ka paisa time par jama nahi kar rahe hai jiski vajah se two month se pase jama nahi ho pa rahe hai. September&October ka paisa abhi tak jama nahi kiya hai.plz agents ki help kare.

    Suggestion:

    The sub-Jail campus situated opposite to Gandhimarket could be shifted to an appropriate location outside the city to find a solution to the traffic suffocation in that area and for fulfilling the need of the local population.

    I understand that Green medians/ road separators are intended to be part of smart cities and that these will include shrubs, tall plants and fruit trees. Such green medians exist in my city, Bangalore. Green spaces are also part of many public utility areas. But the plants are largely decorative. Please consider making it mandatory to use indigenous herbs and commercially useful plants like tulsi, brahmi,jasmine etc and trees like jamun, guava and amla. These are easy to maintain and propagate.

    I think one of the major evils we have is the people who have spoiled their family with themselves because of excessive drinking habit. There should be liquor shops outside the city and bringing liquor in the city should be banned. Delivering liquor should be restricted to only the licensed people and similarly a check should be placed on the young children and adults caught with drugs on roadsides. There should be a limit of buying liquor. Drivers must be checked at several stops everywhere.

    The extremely old beggers and handicapped homeless people should be prime importance in this process of vast development and should be provided with facilities. I am not talking about those who can work to earn their living. Those who can should be given work in factories or elsewhere.
    This way India will become a more stable country.
