Evolving Arunachal under Pema Khandu’s Governance

If you compare the status of development with other Indian states, Arunachal Pradesh is admittedly lagging behind due to fewer economic progress that is attributed to limited industry infrastructure, educational facilities, healthcare accessibility and so on.

However, if we are to assess the rate of evolution that the state of Arunachal has undergone in the past couple of years, we cannot deny that it has indeed witnessed significant transformation, and has gained national focus for being one of the promising northeastern states worth visiting and investing in. And it has been made possible under the leadership of the Hon’ble Chief Minister of Arunachal Pradesh Shri Pema Khandu.

On July 17, 2016, Shri Pema Khandu was sworn in as the Hon’ble Chief Minister of Arunachal Pradesh. His vision to create inclusive and transparent governance through reformation has brought a significant shift in the governance of the state.

Let’s walk through the progressive journey of Arunachal under his governance so far.

ARUNACHAL RISING CAMPAIGN

The government of Arunachal Pradesh launched the “Arunachal Rising Campaign” in 2018 to bring public attention to the significant state and central flagship programs at the grassroot level. Since then, several activities have been carried out in the remote corners of every district to raise awareness among the beneficiaries.

Hon’ble CM visited each district and addressed a mass public rally under Jan Sampark Yatra where ASHAs members, Anganwadi workers and progressive farmers were felicitated and Gram Preraks (Publicity Agents) were appointed for each CD Block to disseminate information about the State and Central government flagship programmes in villages where the villagers were unaware of the various schemes and benefits. As a part of the campaign, teachers from secondary and higher secondary schools were also appointed as communicators to disseminate  information about government flagship programmes and sensitize the school children under Chief Minister’s Youth Outreach Programme.

SARKAR AAPKE DWAR

Launched in the year 2018,Sarkar Aapke Dwar (Government at your doorstep) is Arunachal Pradesh government’s mega public outreach and grievance redressal program where district administrations led by Deputy Commissioners of each district, conducts Jan-Sunwai camps in block and panchayat levels on the first of every month in their respective districts to address and resolve the grievances of the people on the spot.

The Jan-Sunwai Sammelan’s primary goal is to provide citizens with hassle-free government services. Services such as- Aadhaar enrollment, e-ILP, Schedule Tribe certificates, Residence certificates, Income certificates, Driving licences, renewal of arms and weapons licences, new account opening, distribution of items under the Ujala Yojana and other government programmes are among the services provided during the programme.

In view of the covid pandemic –

To raise awareness – A Sarkar Aapke Dwar Camp was organised at Ita Pulu Indoor stadium & Gym center of Roing today where 464 people benefitted from the services provided. HAMARA ARUNACHAL ABHIYAN

Hamara Arunachal Abhiyan was launched on October 2nd 2019, the 150th birth anniversary of Mahatma Gandhi as a mass campaign under the Government of Arunachal Pradesh in a series of programmes to promote police-public partnership and remove the social stigma attached to police. The aim of the programmes is to involve all sections of society in managing law and order and to create a sense of security and confidence among entrepreneurs, investors and tourists.

Many sub-campaigns have been included in the Hamara Arunachal Abhiyan. The sub-campaigns intend to oversee and investigate each social issue that affects the people of the state. Such as:

  • Vigilant people
  • Responsible Arunachal
  • Domestic violence and crime against women
  • Child labor
  • Arunachal against drug abuse
  • One Arunachal unified Arunachal and
  • Traffic management

The chief minister has stated at the launching event that the HAA will continue till 2024 without drawing a single penny from the government or public funds. He assured that corporate funding would be used to support the effort. The campaign’s goal is to manage and carry out the well-being of society by and for the people by making Arunachal Pradesh crime free, drug free, police friendly, environment friendly, plastic free, clean-green and spreading communal harmony with collective participation from the citizens.

Amidst Covid-19 pandemic-

CHIEF MINISTER AAROGYA ARUNACHAL YOJANA

Chief Minister Aarogya Arunachal Yojana is a State flagship scheme under the aegis of Department of Health & Family Welfare, launched in the year 2018 as an integrated program with Central flagship Pradhan Mantri Jan Arogya Yojana initiative, which is relatively similar to PMJAY scheme that aims to help poor and vulnerable tribal communities of Arunachal Pradesh who require healthcare facilities.

It provides high-quality, cashless health care services to the citizens of the state envisaging universal health care to all by 2030. Under this scheme, health care services worth up to Rs 5 lakh can be availed by each member per household for Secondary and Tertiary Care in the empanelled hospitals. Around 23 different treatment processes will be covered under this scheme.

In June 2021, the State had empanelled R.K Mission Hospital in Itanagar, TRIHMS in Naharlagun, and Bakin Pertin Government Hospital in Pasighat, as well as 32 other government hospitals.

27 hospitals from outside the state have also been empanelled to provide tertiary care such as- CMC in Vellore, NEIGRIHMS in Shillong, DY Patel hospital in Mumbai; GNRC, B. Borooah Cancer Institute, Health City in Guwahati amongst the others are some of the notable hospitals empanelled under CMAAY. More to be added.

As of June 8 2021, CHC Pakke Kessang (designated District Hospital) is the latest to join the CMAAY and PM-JAY program after completing the empanelled process successfully.

By June 2021, the Itanagar Capital Region (ICR) had the highest enrollment, followed by Upper Subansiri and East Siang. A total of 8,604 persons had received benefits amounting to Rs 20, 93, 20,716.

As of May 2022, about 1,14,193 families and 4,91,458 people have benefited from the scheme.

Arunachal Pradesh on its path to greater development

The actions undertaken under the governance of Pema Khandu are not limited, it encompasses a wide spectrum of activities. The national highway project in Arunachal Pradesh which was delayed and had been pending for years was executed during his tenure. Under his administration, overlooked issues such as – unemployment, women’s safety and empowerment, sanitation, lack of tourism industry, education, and infrastructure etc were all brought to focus and addressed. He has not only served the people of the state, but he has taken environment-friendly measures by going paperless and making Arunachal digital through programmes like e-pragati, while also boosting the state’s tourism and beauty, as well as promoting local products in the international market.

From smart city projects, road connectivity to the first full-fledged airport (air connectivity), during his term as a Chief Minister of Arunachal Pradesh, we have witnessed several changes. Hon’ble CM has brought the visions written on paper to action. Yes! We are transforming from an undeveloped state to a developing state with a lot of potential to offer.At this pace, it can ben anticipated that Arunachal can soon be counted among the league of developed states in the nation with a global presence. As Neil Armstrong (the first man to land on the Moon) once said – “That’s one small step for man, one giant leap for mankind.”
